This is a sources sought notice for information and acquisition planning purposes. This is not a request for proposal (RFP) and a formal solicitation is not available at this time. This notice does not constitute a commitment by the Government to issue an RFP, contract or order. The Government will not pay for any effort expended or any material provided in response to this announcement, nor will the Government return any data provided.
Naval Sea systems Command (NAVSEA) intends to conduct a limited competition for the operation, maintenance and protection of the Government-Owned, Contractor-Operated floating dry-dock SHIPPINGPORT (ARDM-4). SHIPPINGPORT (ARDM 4) is located at the Naval Submarine Base, New London, CT. This requirement may be competed between General Dynamics Electric Boat (GDEB) and Huntington Ingalls Industries Newport News (HII-NNS). These two private shipyards are the only nuclear qualified and certified shipyards capable of performing this work. A determination of the Government not to compete this effort based upon responses received to this notice is solely within the discretion of the Government. Companies interested in subcontracting opportunities shall contact GDEB or HII-NNS directly.
If a solicitation is issued, a planned release date is summer of FY25. the anticipated contract would provide support during FY26 and have an additional four one-year option periods.
The purpose of this notice is to verify that both shipyards intend to compete for this requirement. Positive and Negative responses are requested no later than 1700 ET 9 October 2024. All responses should be e-mailed to Ms. Angel Jaeger at angel.jaeger.civ@us.navy.mil.
