Centers for Disease Control is issuing this synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for Information Technology (IT) support services for the National Institute for Occupational Safety and Health (NIOSH) Office of the Director for Information Technology (ODIT). The result of this market research will contribute to determining the method of acquisition. The anticipated North American Industry Classification System (NAICS) code assigned to this acquisition is 541512, Computer System Design Services.
There is no solicitation at this time. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred.
The attached draft Statement of Work (SOW) provides the overall scope of work and specific tasks. The Government desires to award a single Firm Fixed Price (FFP) contract with a base year and four 1-year option periods. The Government intends to award this action as a task order under an existing multiple award contract (GSA Schedule, NASA SEWP, etc.).
If your organization has the potential capability, interest, and capacity to perform these contract services, please provide the following information:
- organization name, address, email address, website address, telephone number, small and socioeconomic business status under NAICS 541512, type of ownership for the organization, and identify any multiple award contracts the organization has registered under.
- no more than two-page capability statements addressing this effort. If significant subcontracting or teaming is anticipated to deliver technical capability, address the administrative and management structure of such arrangements.
- Any areas of concerns with the draft SOW such as tasks that lack adequate definition, or specific areas that would be particularly challenging to price under a FFP CLIN and how that challenge could be overcome.
The government will evaluate market information to ascertain potential market capacity to:
- provide services consistent in scope and scale with those described in this notice and otherwise anticipated.
- provide services under a performance-based service acquisition contract.
Based on the responses to this sources sought notice/market research, this requirement may be set aside for small businesses or other socioeconomic categories or procured through full and open competition. The government will not provide feedback or evaluations to companies regarding their submissions in response to this notice.

UPDATE 9/25/2024
The incumbent contractor is AlphaSix LLC. The contract number is GS35F307AA/75D30120F09435.
The total value of the current contract inclusive of all options is $100,062,033.52, however the new requirement is a significant reduction in scope from the current contract and is expected to have a significantly lower total value.
The Government plans to have the RFP issued in early January.
