This solicitation documents and incorporates provisions and clauses in effect through FAC 2024-06 (effective 29 August 2024) and DFARS Publication Notice 20240815 (effective 15 Aug 2024). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Small Business Office concurs with this determination.

The Naval Supply Systems Command Fleet Logistics Center, Norfolk requests responses from qualified sources capable of providing the following in support of the United States Naval Academy.
1. Background. The United States Naval Academy (USNA) Chemistry Department’s mission includes performing research and/or project-based learning in biotechnology, biological chemistry, and the material sciences. A key component to this mission is the use of a microbial bioreactor for culturing bacterial samples with the goal of scaling-up production of natural products such as small molecules and/or biodegradable polymers.
2. Objectives. This acquisition will be important for the Chemistry Department in that it will allow several researchers in fields as varied as polymer science, biochemistry, natural product chemistry, and physical biochemistry to prepare large quantities of chemical samples for further analysis and characterization. The equipment is straightforward to operate with no consumables and minimal maintenance, making it an attractive option for undergraduate midshipman training either in research or class activities.
3. Requirements. 3.1. Minimum Requirements for the Microbial Bioreactor:
3.1.1. Must have the ability to control autoclavable vessels of sizes between 1L and 10L via brushless direct-drive, high-torque motors with speeds between 25-1200 rpm.
3.1.2. Must have at least three fixed-speed pumps with 114DV pumpheads.
3.1.3. Must have an integrated touchscreen monitor of at least 7 inches.
3.1.4. Controller must have a small footprint with a width of no more than 25 cm.
3.1.5. Autoclavable 2L vessel must have a working volume between 0.8 – 2.2L and be made of borosilicate glass and 316L stainless steel.
3.1.6. Vessel must include, at minimum, accessories such as a heat-blanket, pH and DO sensor, sparger, cooling finger, and a thermowell.
3.1.7. Must have the ability to regulate/pre-filter at least 4 gases to pressures between 0-30 psi (10 psi working pressures).
3.1.8. A tri-port adapter is required to convert a single head plate port to 3 additional spaces to increase control of individual feeds.
3.1.9. Motor must be compatible with pre-existing 10L New Brunswick fermentation vessel present at USNA.
