The purpose of this announcement is to provide the DRAFT Solicitation as well as the documents associated with the DRAFT Solicitation (Section J, Attachments) for the Naval Air Warfare Center Aircraft Division (NAWCAD) Webster Outlying Field (WOLF) Airborne Systems Integration (ASI) Division Air Platform Engineering & Integration (APE&I) N00421-25-R-0002 procurement. A Table of Contents identifying the contents of the Section J attachments can be found on page 87 of the DRAFT Solicitation.
Please review the DRAFT Solicitation along with the associated documents and provide feedback. Specific comments on the DRAFT Solicitation are welcomed and should be emailed to both the Contract Specialist, Cheri Swailes, at cheri.a.swailes.civ@us.navy.mil and the Contracting Officer, Amy G. However, the comments are Industry’s opportunity to highlight areas of the DRAFT Solicitation that may need clarity. Comments will be considered and reflected in the final Solicitation, if applicable. No phone calls will be accepted.

Description of Requirement: The Naval Air Warfare Center Aircraft Division (NAWCAD) Webster Outlying Field (WOLF) at Patuxent River, MD announces its intention to procure, on a competitive basis, the services necessary to provide engineering and integration of various airborne capabilities to include, but not limited to, sensors, communications systems, weapons systems, and control technologies for a variety of manned and unmanned airborne platforms. Specifically, the ASI Division requires technical, engineering, modernization, installation, integration, test, and operational services in support of Department of Navy (DON), Department of Defense (DoD), and other Government agency projects. These support services shall include, but are not limited to, engineering services, installation engineering, equipment integration, overhauls, design engineering for airborne capabilities, test and evaluation, user and maintainer training, and on-demand operational support.
This procurement will be a full and open competition. The solicitation number is N00421-25-R-0002. The North American Industry Classification System (NAICS) code is 541330, Engineering Services, with a small business size standard of $47,000,000. The Product Service Code (PSC) for this requirement is K016 – Modification of Equipment – Aircraft Components and Accessories. This requirement is a follow-on procurement for N00421-21-D-0001.
