The Naval Air Systems Command intends to negotiate and award a sole source Cost Plus Fixed Fee (CPFF) Indefinite Delivery/Indefinite Quantity (IDIQ) Contract with Sikorsky, A Lockheed Martin Company, Stratford CT. This contract is for the tasks required for the CH-53K to provide technical, program management, and process support for the CH-53K Program Office (PMA-261) to support deployed software and system configurations by the Contractor. The CH-53K software covered under this effort includes Operational Software, Vendor Software, Maintenance-related Software, Flight Test Software, Laboratory Support Software, Training Software and FMS Software. Sikorsky has been the designer and developer of the CH-53K aircraft, and, accordingly, is the only known responsible firm with the requisite knowledge, capability, experience, technical data, and test equipment necessary to fulfill the Government’s requirements within the required timeframes herein. The authority permitting other than full and open competition is Title 10 USC 3204(a)(1), as instructed by the Federal Acquisition Regulation (FAR) 6.302-1(a)(2), only one responsible source and no other suppliers or services will satisfy agency requirements.
This synopsis is not a request for competitive proposals. However, any capability statements received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
