It does not constitute a Request for Proposal (RFP) or a promise to issue a RFP in the future. No solicitation is available at this time. Requests for a solicitation will not receive a response. This notice does not constitute a commitment by the United States Government (USG) to contract for any supply or service whatsoever. All information submitted in response to this announcement is voluntary; the USG will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the USG. Not responding to this sources sought does not preclude participation in any future RFP, if issued. Contractor submitted capability statements will not receive preference if a solicitation were to be issued in the future or give a guarantee of review. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement.
Scope of Project: Indoor firing Range for Office of the Program Manager, Saudi Arabian National Guard (OPM-SANG) training and efficiency of military personnel. Facility is a site-adapt construction project of which approximately 65% of work has been completed and 35% of the scheduled work remaining. Building has been left incomplete from last contractor with complications in Structural, Electrical, Plumbing and HVAC. Contractor will bring the building to a fully functional Indoor Firing Range (IFR) facility.
The U.S. Government requests interested parties perform a Pre-Proposal Site Visit (PPSV) and provide feedback on the Draft Statement of Work (SOW).
PPSV
1. The Contracting Office intends to host a PPSV. PPSV attendance is highly encouraged to ensure full understanding of the logistical challenges involved with this project and decrease risk of unsuccessful completion or financial hardship for contractors.
2. PPSV is scheduled October 20-30, 2024, meeting at the IFR, Grid Coordinate: 24°44'31.7"N 46°52'07.3"E. Time slots will be coordinated after approval of the Access Package. No minutes from the PPSV will be issued.
3. The IFR is on a Saudi Arabian Ministry of National Guard (MNG) military base with controlled access at main gates and at sub-compound gates. Employees and vehicles will require an Access Package approval to enter the various sites for the PPSV. Required documentation must be submitted to Engineer Plotkin via email to abraham.e.plotkin.mil@army.mil prior to 6 October 2024 to allow adequate time for review. No more than 4 individuals and one car per company. Due to the complexity of this project, it is recommended to bring a full Engineering Team. Access Package must include:
- List of personnel attending with their position, nationality, phone number and email address, copy of their Iqama, Muqeem and a 4x6 passport style current head photo on white background.
- Due to MNG regulations, Syrian, Lebanese, Yemenis, Turkish and Palestinian nationalities are prohibited from accessing the MNG base. This may change and to include other nationalities as MNG deems necessary.
- Identification and verification of the company’s Saudi Arabian Business License conforming with the Kingdom of Saudi Arabia’s Vision 2030 and VAT Certificate.
- Contractor’s Unique Identifier Number and CAGE Code(s).
- For vehicles: Current registration, insurance, driver information and license.
4. Should the requiring activity request any changes be made to any Contractor’s site visit access documents or personnel, the Contractor will have 5 days from the date of the change request to provide documentation to the Contracting Officer and Specialist (contact information below).
5. Submitting access package request does not guarantee admittance to site visit. All packages will be approved and Contractor will be directed by Contracting Officer and Specialist to attend, provided access package approval.
Feedback on the Draft SOW is requested by 7 November 2024.
