Q: Can you explain what is meant by the ‘Perpetual License (USB Dongle)’? Additionally, the camera will come with a certificate of calibration from the manufacturer.
A: The “Perpetual License (USB Dongle)” is the variation of the software needed. The FLIR Software for Analysis Research Studio – Professional Edition must be a perpetual license (instead of a term license that needs to be renewed), and it should be accessible through USB Dongle. Additionally, the quantity 2 - Sensor calibration -20-300 C is required because calibration is needed for each lens and camera combination: one calibration for the 50mm lens and one for the 100mm lens.
10/31/2024: The requirement for calibration was previously removed from this Combined Synopsis/Solicitation, however, it has been determined that calibration is, in fact, required. As such, section (v) of this Combined Synopsis/Solicitation has been updated to add Quantity 2 – Sensor calibration -20-300 C. The List of Salient Characteristics has also been updated to reflect this change. Please see the updated List of Salient Characteristics attachment titled "List of Salient Characteristics - MWIR Sensor - Updated 10.31.2024". As a result of this change, the submission deadline has been extended to 6 November 2024 at 1200 EST.
9/26/2024: Received questions from Industry.
Q: Is this a brand new contract OR is (was) there an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?
A: This is a new requirement.
Q: We are looking for some clarification regarding the need of calibration for (QTY2) for a single camera listed on the solicitation? The solicitation lists the requirement for QTY 2 - sensor calibration -20-300 C. Representatives from Teledyne FLIR mentioned that the camera comes calibrated from the factory by default in -20-300C.
A: As the cameras do come factory calibrated, we have removed the calibration requirement from this solicitation. Please see the updated List of Salient Characteristics attachment titled "List of Salient Characteristics - MWIR Sensor - Updated 09.26.2024".
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued.
(ii) This solicitation, number W911QY24R0029, is issued as a Request for Quotation (RFQ) for a Firm-Fixed-Price (FFP) contract for a Teledyne FLIR mid-wave infrared camera to include accessories and software.
(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) Number 2024-06 effective 29 August 2024.
(iv) This is a 100% small business set-aside. The associated North American Industrial Classification System (NAICS) code for this acquisition is 334516 – Analytical Laboratory Instrument Manufacturing with a small business size standard of 1,000 employees.The Awardee must have the applicable NAICS code in its System for Award Management (SAM) assertions. The applicable PSC is 6640 – Laboratory Equipment.
(v) Line item numbers and items, quantities and units of measure are as follows:
1. CLIN 0001 – Quantity 1 – Midwave camera sensor – FLIR A6750 indium antimonide (InSb) with a spectral range 1-5 micron, specific part number 29440-250
2. CLIN 0002 - Quantity 1 – 50mm lens that covers (1.0-5.0 microns), specific part number 4218539
3. CLIN 0003 – Quantity 1 – 100 mm broadband lens that covers (1-5 microns), part number 4218540
4. CLIN 0004 – Quantity 2 – Sensor calibration -20-300 C
5. CLIN 0005 – Quantity 1 – Software for analysis Research Studio - Professional Edition – Perpetual License (USB Dongle)
All items shall be in accordance with the attached List of Salient Characteristics.
(g) Vendor quotation shall include any/all shipping costs to the United States Army Combat Capabilities Development Command - Soldier Center (CCDC-SC), General Greene Ave, Natick MA 01760.
(h) Shipping may either be included in the price of the items in each CLIN OR broken out into a separate CLIN, however, it is the responsibility of the offeror to specify. If not specified, it will be assumed to be included in the price of each CLIN without further recourse from the offeror.
(vi) The Department of the Army, Army Contracting Command-Aberdeen Proving Ground (ACC-APG) Natick Division requires the above Teledyne FLIR mid-wave infrared camera to include accessories and software. This combined synopsis/solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov.
(vii) Delivery is required as soon as possible, offerors should provide their best/earliest delivery date available to The US Army CCDC Soldier Center, General Greene Ave, Natick MA 01760. Delivery Inspection and Acceptance will be conducted by the Government at FOB Destination.
(viii) The provision at 52.212-1, Instructions to Offerors – Commercial, applies to this acquisition and is incorporated by reference into this RFQ.
(ix) Proposals will be evaluated IAW FAR 15.101-1 Tradeoff Process. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to this solicitation will be most advantageous to the Government, price and other factors considered.
The following factors shall be used to evaluate offers:
(i) Technical capability of product and accessories offered to meet Government requirements:
1. Please see the attached List of Salient Characteristics for technical requirements.
(ii) Price: Items shall be priced with quantities and unit prices. A total price shall be included that details all items being purchased including shipping.
The Government intends to award a contract without discussions with the Offeror but reserves the right to conduct discussions if determined to be in the best interest of the Government.
