The Delaware Air National Guard 166th Logistics Readiness Squadron (LRS) has a need for a one (1) portable dual A/C
Machine with the following features:
Ability to Recover, recycle, and recharge R134 and R1234yf vehicle A/C systems
Quick setup software guide with touchscreen navigation, vehicle database, and 2 sets of hoses
Fully automatic and/or manual capable of working on both R134A and R1234yf refrigerant
The Dual A/C machine shall conform to OSHA standards in effect at the time of manufacture

FAR 13.106-3(a), Evaluation of quotations, applies to this acquisition and the following evaluation is
applicable:
The Government will review all quotes for compliance with the RFQ, to include compliance with all instructions,
provisions and clauses, and submission dates.
The compliant quotes will then be evaluated using a Lowest Price Technically Acceptable (LPTA) approach in
accordance with the following factors:
· Factor 1: Technical
· Factor 2: Price
Technical Acceptability: The Government will evaluate quotes for technical acceptability in the following way:
Verification that quotes include the correct quantity, and description/configuration and meets the salient
characteristics listed in the CLIN Information Table.
Definition: Acceptable or Unacceptable.
· Acceptable is defined as the quote clearly meets the correct quantity, part number and description/configuration
and meets the brand and/or the salient characteristics listed in the CLIN Information Table
· Unacceptable is defined as the quote does not clearly meet the correct quantity, part number and description/
configuration. The quote does not meet the brand and/or the salient characteristics listed.
AWARD PROCESS:
The Government will first review all quotes for compliancy and then order the Offerors from lowest to highest total price. The lowest priced quote will then be evaluated for Factor 1, Technical Acceptability on acceptable/
unacceptable basis. If the lowest priced quote is deemed technically acceptable the evaluation will stop and award
will be made. If the lowest priced quote is deemed technically unacceptable no further consideration will be given to
that offeror and the next lowest priced quote will then be evaluated, the Government will continue the evaluation
process until reaching a technically acceptable quote. Quotes that are technically unacceptable are un-awardable.
The Government reserves the right to award without discussions. Prior to award, the quoted price of the lowest
priced technically acceptable offer will be evaluated for fairness and reasonableness in accordance with FAR 13.106-3.
Discussions: The government intends to award a contract without discussions with respective vendors. The
Government, however, reserves the right to conduct discussions if deemed in its best interest. The Government may
conduct discussions with one, some, none, or all Vendors at its discretion.
If the price is determined to be fair and reasonable, the lowest priced responsible Offeror who is technically
acceptable will receive the award. The award will be made to that Offeror without further consideration to any other
Offerors.
Note: The vendor acknowledges that should the quote terms and conditions and/or agreement conflict with
mandatory provisions of the Federal Acquisition Regulation (FAR) and other Federal law applicable to commercial
acquisitions, to the extent of such conflict the FAR and Federal law govern and conflicting vendor terms and
conditions and/or agreement are unenforceable and are not considered incorporated into any resultant contract.
