INTRODUCTION:
This is a SOURCES SOUGHT NOTICE to determine the availability and technical capability of small businesses (including the following subsets: Small Disadvantaged Businesses, certified 8(a), Service-Disabled Veteran-Owned Small Businesses, HUBZone Small Businesses and Woman-Owned Small Businesses) to provide the required products and/or services.
DISA’s Program Executive Office (PEO) Spectrum’s GEMSIS Program Management Office (PMO), has the requirement for GEMSIS Sustainment and Enhancement Support. The GEMSIS Life Cycle Sustainment Plan (dated January 2006), addresses sustainment of the Joint Spectrum Data Repository (JSDR) and Integrated Spectrum Desktop (ISD), and the End-to-End Supportability System (E2ESS) system. PEO Spectrum is seeking information from potential sources for the operations, maintenance, testing, training, and enhancements for the current GEMSIS software/system architecture. This includes maintaining the system’s usability, data administration activities, security posture, system administration and documentation, development of administrative interfaces, automation of data ingest, ingest of additional data sources, and additional user interface customization for the GEMSIS baseline.
The anticipated Period of Performance is 14 February 2025 to 13 February 2030.

The current contract is to provide sustainment and enhancement of the Joint Spectrum Data Repository (JSDR) and Integrated Spectrum Desktop (ISD), and the End-to-End Supportability System (E2ESS) system to include training, operations, maintenance, test, and enhancements of the current server, client, and software/system architecture, to include maintaining the systems usability, data administration activities, security posture, system administration and documentation, development of administrative interfaces, automation of data ingest, ingest of additional data sources, and additional user interface customization.
JSDR/ISD is a National Security System (NSS) used by DoD to provide spectrum related data to support strategic and tactical electromagnetic spectrum operations. The system provides a suite of tools for accessing, viewing and analyzing DoD and related data needed for planning and conducting operations.
E2ESS is a web-based integrated tool built for use by the DoD in order to support all the functions related to Spectrum Certification and Host Nation Coordination (HNC).
REQUIRED CAPABILITIES:
In response to this notice, vendors must describe their knowledge and experience to address the following required capabilities. All of the required capabilities are critical elements of this requirement.
- PEO Spectrum provides the technical architecture that enables consumption of Joint Spectrum Data Management Repository (JSDR) data sets, queries, analytic tools, and business process workflows to support DoD spectrum community tactical, training, or sustaining-base operations, operational assessments, and research, development, test, and evaluation (RDT&E) efforts, and the populating of unstructured repositories with documentation of interest for the spectrum community.
Describe and provide an example of experience identifying hardware (physical, virtual, hypervisor), software, tools, business process workflows and applications related to sustainment of a data service enterprise technical architecture including handling and addressing change requests (CRs), as well as leveraging artifacts produced by data originators, system owners, data preparation teams, and data modeling and documentation teams to maximize effectiveness of spectrum data management, analytic and business process workflow tools.
2. PEO Spectrum must be able to sustain and maximize data value capabilities for JSDR, E2ESS business processes and other tools via approved best practices agile software development Life Cyle (SDLC) to ensure PWS requirements are met within cost and schedule.
Describe and provide an example of experience with adhering to best practices agile SDLC methodologies to sustain and maximize data value by sustaining and enhancing business process services and workflows, integrating additional data, extending user interfaces which provide user access, filtering options, correlation, and meaningful visualizations to characterize and gain situation awareness of the Electromagnetic Operating Environment (EMOE) and Electromagnetic Environment (EME) as required.
3. PEO Spectrum must be able to continue to provide configurable, layered, filterable, User Defined Operational Picture (UDOP) for display and analysis of the EMOE and EME using engineering services, enhanced JSDR, E2ESS, and other tools across Non-Secure Internet Protocol Routing (NIPR), Secret Internet Protocol Routing (SIPR) and Joint Worldwide Intelligence Communications System (JWICS) networks.
Describe and provide an example of experience developing dynamic visualizations and in software development across multiple networks to include cross domain solutions and streamlining sustainment activities via agile software Development Security Operations (DevSecOps) SDLC.
4. PEO Spectrum must continue to provide support for technical exchanges between E2ESS subject matter experts (SMEs) and NTIA in support of evolutionary data exchange enhancements between E2ESS and EL-CID online.
Describe and provide an example of experience supporting technical exchanges with data originators and systems owners to acquire and/or connect to operational systems for data analysis purposes.
Additionally, describe and provide an example of experience facilitating procedures and agreements between data originators, system owners, Chief Data Officers, and authorized consumers, producing technical justification for product acquisition, communicating data extraction/movement standards, and extracting data sources from source databases and authoritative data sources.
5. PEO Spectrum must continue to provide management and engineering support for leveraging the GEMSIS architecture and products to address PEO Spectrum and external customer spectrum analytics in parallel with GEMSIS technical requirements.
Describe and provide an example of experience in providing complex analysis of multiple data sets across a diverse range of mission functional areas in order to improve effectiveness in operations and support data-driven decisions.
SPECIAL REQUIREMENTS:
Vendors must have a Top-Secret facility clearance. Existing storage capability is not required. Please provide your current Facility clearance level.

In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications. Responses must demonstrate the company’s ability to perform in accordance with FAR clause 52.219-14, Limitations on Subcontracting.
To assist DISA in determining the level of participation by small business in any subsequent procurement that may result from this Sources Sought Notice, provide information regarding any plans to use joint ventures (JVs) or partnering. Please outline the company's areas of expertise and those of any proposed JV/partner who combined can meet the specific requirements contained in this notice.

PEO-Spectrum representatives may choose to contact businesses responding to this notice and hold further Market Research discussion. Such discussions would only be intended to obtain further clarification of potential capability to meet the requirements.
The Government does not intend to answer questions regarding this source sought or a potential solicitation that may result. Questions will be accepted if a pre-solicitation or solicitation notice is issued. Currently, the Government does not intend to hold a bidder’s conference.
