Requirement:
The U.S. Army Corps of Engineers (USACE), Nashville District, anticipates a requirement for a firm fixed-price requirements contract with a base and four (4) option years for Operations and Maintenance Services at Cheatham Lake. The Contractor shall furnish all necessary management, supervision, inspection, personnel, materials, supplies, parts, tools, tool related hardware, equipment, transportation, vehicles, and fuel except as otherwise provided herein, required to perform mowing, cleaning, janitorial, and other maintenance services at the Cheatham Lake project recreation areas.
Cheatham Lake is located on the Cumberland River, 25 miles west of Nashville, Tennessee and 30 miles south of Clarksville, Tennessee. The areas of work are located in Cheatham, Davidson, Dickson, and Montgomery counties of Tennessee. Principal cities in the areas are Ashland City, Nashville, Clarksville, and Dickson, Tennessee.
The anticipated NAICS code is 561210; Facilities Support Services, with a small business size standard of $47 million.
Work to be performed for this requirement is as follows:
- Grass Mowing, trimming and Maintenance of Landscaped Areas: The work shall consist of mowing and trimming grass at designated locations in the various recreation and operational areas. The Contractor shall provide all personnel, materials, supplies, tools, equipment, vehicles and transportation to perform this work within the allotted time period.
- Recreational Facilities and Areas - Cleaning Services, Beach Maintenance, and Portable Toilet Pumping: The work shall consist of cleaning and servicing public use areas and facilities at various recreation and operational areas and removal of refuse and litter from the Cheatham Lake recreational areas. The Contractor shall provide all personnel, materials, cleaning supplies, chemicals, tools, vehicles, fuel, equipment, light bulbs (except the outdoor streetlights), special bulbs for restrooms, garbage can liners, vehicles and transportation necessary to perform this work.
- Janitorial Services: The work shall consist of providing janitorial and cleaning services for the Resource Manager’s Office (approximately 6,150 sq. ft.), Maintenance Shop (approximately 2136 sq. ft.), Power Plant (approximately 22,000 sq. ft.), and the Lock Office (approximately 1,000 sq. ft.). Control stands and lock maintenance shop are NOT included. The Contractor shall provide all personnel, materials, supplies (including but not limited to light bulbs, hand soap, hand towels, toilet paper, wastebasket liners, filters, mops, brooms, buffer pads, glass cleaner, disinfectant, carpet shampoo and wax) parts, vehicles, transportation and equipment to perform this work.
- Facility Repair, Maintenance and Other Non-Routine Work: The Contractor shall provide all qualified personnel, materials, supplies, tools, parts, equipment, vehicles and transportation to perform non-routine construction work that shall be performed in accordance with applicable publications, except as otherwise specified in the solicitation/contract.
- Cleaning Remote Areas: The work shall consist of cleaning up remote areas on Cheatham Lake and the upper portion of Lake Barkley. The Contractor will furnish all personnel, materials, supplies and transportation required to perform this work.
- Herbicide Application: The work shall consist of general herbicide application services for the control and or removal of undesirable plant and weed growth in landscaped and mowing areas, riprap areas and launching ramp applications. The Contractor shall provide all materials, chemicals, supplies, tools, parts, vehicles, transportation, vessels and equipment required to perform this work.
- Dumpster Collection Service: The work consists of furnishing all labor, materials, supplies and vehicles to provide dumpster service. The contractor shall provide a front-loading hydraulic garbage compactor vehicle.
- Marking and Painting Boundary Lines: The Contractor shall provide all personnel, materials, supplies, tools, parts, vehicles, vessels, transportation and equipment necessary to mark and paint a segment of the Government boundary line. The Government will provide a set of real estate segment maps covering the work area, boundary line signs, posts, and any necessary pins and monuments.
- System Monitoring and Testing and Septic Tank Pump Out: The Contractor shall provide all qualified personnel, materials, supplies, tools, parts, equipment, vehicles, transportation and lab services to collect and analysis water samples from swimming beaches to ensure that environmental operational compliance in accordance with state law is maintained.
- Leaf Removal: The work involves the cutting up or removing leaves in designated areas. Work shall be accomplished using standard horticultural practices, appropriate industry standards, and in such a manner as to insure healthy, vigorously growing landscape vegetation and the proper maintenance of landscape structures. Unless otherwise specified herein, all personnel, materials, chemicals, supplies, tools, parts, equipment, vehicles and transportation required to perform the work shall be furnished by the Contractor.
