US Army Corps of Engineers (USACE), Seattle District, is seeking interested business sources for a Project titled: Albeni Falls Dam Spillway Gate FRP Tent
Proposed contract will be a firm fixed-price contract.
The North American Industry Classification System (NAICS) code for this project is 332311, Prefabricated Metal Building and Component Manufacturing, and the associated small business size standard is 750 employees.
This sources-sought announcement is a tool to identify businesses with the capability to accomplish the work and is for information/market research purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BIDS, NOR A SYNOPSIS OF A PROPOSED CONTRACT ACTION UNDER FAR SUBPART 5.2. The type of solicitation to be issued will depend upon information received in response to this sources sought announcement. No reimbursement will be made for any costs associated with providing information in response to this sources sought announcement or any follow up information. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. NO SOLICITATION IS CURRENTLY AVAILABLE. This is not a request to be placed on a solicitation mailing list and is not to be construed as a commitment by the Government. The results of this survey will be in effect for a period of one year from the date of this notice.
Summary Scope of Work (SOW):
OVERVIEW: Spillway Gate #3 at Albeni Falls Dam requires the application of Carbon Fiber Reinforced Polymer (FRP) to the upper leaf to complete rehabilitation efforts. Application of FRP requires precise temperature and climate conditions that do not occur naturally on site during the timeframe of this project. The maintenance bays available at Albeni Falls Dam are not large enough or properly climate controlled to perform the FRP application process.
USACE Seattle District requires a Containment Shelter that meets the following specifications:
- Shelter must be designed to meet the minimum loads per ASCE 7-22, complete with drawings and calculations stamped by a registered professional engineer competent in single story structure design.
- Shelter must utilize a non-permanent anchoring system, such as eco-blocks, that does not require the construction of permanent footers.
- Shelter minimum dimensions: 40 feet wide, 50 feet long, 20 feet center height.
- Shelter material must be flame retardant and insulated appropriately to maintain an internal ambient temperature higher than external conditions.
- Shelter must be constructed around an existing structure (dimensions TBD) and adjacent to overhead high voltage lines.
- Shelter must not have structural components that obstruct the footprint where work would occur.
- Crane lift plan required if overhead crane is used for shelter assembly or installation.
- Contractor must meet requirements EM 385-1-1
Electrical requirements for the shelter are as follows:
- Overhead lighting fixtures that provide 750 lux minimum.
- Heating system that can maintain an ambient temperature inside the shelter over 70 degrees Fahrenheit. The average local temperature during execution is 23 to 38 degrees Fahrenheit. This temperature must be maintained continuously for up to 12 weeks.
- Exhaust fan system designed to have an air exchange rate of at least five air changes per hour (ACH).
- 480V 3-phase power is available on site. Contractor is responsible for providing additional power generation if needed.
REQUIREMENTS:
Interested firms should submit a capabilities package, to include the following:
1. Firm's name, address (mailing and URL), point of contact, phone number, email address.

Business classification, i.e., Small Business (SB), Small Disadvantage Business (SDB), Woman-Owned Small Business (WOSB), Veteran Owned Small Business (VOSB), Service Disabled Veteran Owned Small Business (SDVOSB), Historically Underutilized Business Zone (HUBZone) Small Business, 8(a) Program, or Other Than Small Business (large business).
3. The offeror shall submit responses to as many of the following questions as possible in order for the USACE to better understand your product:
- How tailorable/customizable is your product?
- Does your company provide shelters for rent?
- Is setup included?
- Will your company be able to provide and maintain the electrical requirements?
- What additional shelter components require maintenance? How often? Do you provide the service?
- Are the following items able to be specified:
- Risk Category
- Wind Load
- Seismic Load
- Ground Snow Load
- Ice Load
- Frost Depth
- Allowable Foundation Bearing Pressure
- What are the operating conditions for the product? (e.g. temperature, humidity)
- What is the greatest amount of ventilation (in air exchanges per hour) you can provide?
- How would bidders ensure that internal temperature requirements are constantly maintained?
- Estimated time for manufacturing, design, delivery, install, and removal?
- Have you and can you work near overhead powerlines and meet the requirements of ER EM 385-1-1.
- Ability to deliver and install by early February 2025.
- Is your product only available through your company or do you have authorized distributors? If you have authorized distributors, please provide their company name, point of contact information.

This research is for planning purposes only and does not constitute a solicitation for competitive bids/proposals and is not to be construed as a commitment by the Corps. All interested parties who believe they can meet the requirements are invited to submit, in writing, complete information describing their interest and ability to meet all requirements stated above. Prior Government contract work is not required for submitting a response under the sources sought announcement.
