Project Title: IDEMIA Multi-Biometric Identification System (Brand name or Equal)
Period of Performance: 12 months from date of award (Estimated 09/30/2024-09/29/2025)
(i) This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
(ii) This solicitation is issued as a request for quotation (RFQ). The enclosed RFQ is to procure brand name or equal IDEMIA Multi-Biometric Identification System. Solicitation number 5000190779.
(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-06.
(iv) No set-aside and the associated, NAICS Code 541519.
(v) Schedule of Supplies and Services listed in attached Statement of Work.
(vi) Description of requirements for the items to be acquired.
Salient Characteristics:
1. Advanced Data Services (ADS) Workflow Flow Services (WFS), Central Viewer application
2. Program Management support to include, installation, testing, training, user documentation
3. Must have one-year warranty
4. On-site and remote support
5. Multi-Modal Biometric Capability: The system must support the integration and matching of multiple biometric modalities, including fingerprint, palm print, facial recognition, and iris recognition
6. Advanced Facial Recognition Technology and a 1:N, N=12.0M, algorithm of 99%:
• The system must incorporate AI-driven facial recognition algorithms that function effectively in varying environmental conditions, different facial angles, and partial obstructions
• The system must be capable of providing 99% or greater accuracy. The higher the accuracy the better we can ensure correct facial matches critical for investigations.
7. Cloud-Based Scalability: The system must be capable of operating on a scalable cloud-based architecture, allowing for the processing and storage of millions of biometric records with low latency.
8. Standards Compliance: The system must comply with industry standards, such as those set by the National Institute of Standards and Technology (NIST) for biometric matching algorithms
9. System Interoperability and Customization: The system must offer flexibility for integration with existing infrastructures and allow for customizable workflows to meet specific operational needs
10. Secure and Encrypted Data Handling: The system must ensure secure, encrypted data transmission, storage, and retrieval to protect sensitive biometric information

Evaluation Methodology: The quotes will be evaluated in accordance with the evaluation procedures described in FAR Part 13. A compartive evaluation of offeror's will be made on the basis of the following factors.
Evaluation Factor 1: Technical - Vendor's ability to meet or exceed the salient characteristics in the attached SOW.
