This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 and FAR Part 13.5- Simplified Procedures for Certain Commercial Products and Commercial Services, as supplemented with additional information included in this notice. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2024-06. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Government intends to award one (1) firm-fixed price award as a result of this solicitation.
Request of Quote (RFQ). The Government is soliciting for a quote for the items in the attached Technical Exhibit 1. In accordance with FAR 13.004, a quotation is not an offer and, consequently, cannot be accepted by the Government to form a binding contract. Therefore, issuance by the Government of an order in response to a supplier's quotation does not establish a contract. The order is an offer by the Government to the supplier to buy certain supplies or services upon specified terms and conditions. A contract is established when the supplier accepts the offer.
The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
This solicitation requires registration with the System for Award Management (SAM) prior to submission of offer, prior to award, and at time of award pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov. All offerors with an invalid or inactive registration will be removed from the solicitation as ineligible to participate for award.
Acceptance of an award certifies that the contractor will comply with FAR 52.222-50 Combating Trafficking in Persons by notifying all employees and subcontractors at all levels.
Debriefs are not authorized under this solicitation. In accordance with FAR13.106-3(d) Request for Information, a brief explanation may be provided when requested.
Shipping Condition – FLETC standard buy term
Shipping must be free on board (FOB) destination CONUS (Continental U.S.), which means that the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination.
Equipment Condition – FLETC standard buy term
New Equipment ONLY; No remanufactured or "gray market" items. All items must be covered by the manufacturer’s warranty.
Brand Name Only – Notifier by Honeywell
The Buyer requires that Sellers quote ''Brand Name Make and Model Only”. That means that NO SUBSTITUTIONS are allowed. Sellers MUST provide the item requested in the line-item description (exact make, model, part number and or description). If you are not able to deliver the line item as requested, DO NOT QUOTE. The government will not accept any offers that provide any alternative items. Please see Determination/Justification.
Evaluation for Award- (Best Value)
The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: price, past performance, and delivery of the item offered to meet the Government requirement.
The Government will evaluate offers in accordance with FAR 13.106-2 and the buy terms provided in this solicitation.

The selected Offeror must comply with the following commercial item terms and conditions, which are incorporated herein by reference: FAR 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition; FAR 52.212-2, Evaluation- Commercial Items; FAR 52.212-3, Offeror Representations and Certifications - Commercial Items - the selected offeror must submit a completed copy of the listed representations and certifications; FAR 52.212-4, Contract Terms and Conditions - Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, paragraph (a) and the following clauses in paragraph (b): 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, 52.232-34. Offerors Attachments
Offeror must submit:
- An official quote with pricing that states delivery date. It must include UEI, company letterhead, and POC.
- Return TE#1 Parts listing with unit pricing and extending pricing. This pricing must match the information provided on the official quote. If the information does not match the offer will be deemed not acceptable and will not be evaluated for award.
The Contractor shall NOT make partial line item shipments against any resulting purchase order/contract issued as a result of this solicitation; e.g., if a line item on the contract reads - Computer, 10 each, the contractor shall NOT ship 3 computers on one shipment and 7 computers on a second shipment. Failure to adhere to this requirement will result in invoices being rejected in WAWF and/or a delay in payment for non-conforming shipped quantities.
Due to mission timelines, not extension will be given for this solicitation.
