The Government is seeking a Contractor who can provide comprehensive, effective, and quality software Contractor Logistics Support (CLS) for all fielded configurations (CONUS and OCONUS) of the JTE, to include Engineering Change Proposals (ECPs), obsolescence issues, and technical data package updates, i.e., Drawings and Technical Orders. The Contractor will be required to reengineer the software package in order to perform all duties and functions necessary to deliver comprehensive Software Maintenance Support. This includes Quarterly Patches/STIGS delivery, Bi-Weekly Telecons, Meeting Minutes, standard software fixes and upgrades including emergency software releases (if required) and Yearly Software Baseline releases to include up to 8 standard fix requests from users, JTE Hotline telephone/email support (to include SW and HW troubleshooting). Contractor shall verify the integrity of Firmware updates and provide support for implementation of Firmware updates to the JTE fleet and associated IUID. Additional Software “as needed” task orders to include: First Article Testing (FAT), Site Integration Testing (SIT), and software install/setup across the entire fleet, and Bi-weekly field support/software release status meetings. Additional ECP “as needed” task orders to include: Technical Data Packages (TDPs), Validation / Verification (Val/Ver), FATs, SITs, Contractor-level installation rollouts (if required). And finally, Semi-Annual Program Management Reviews (PMRs) electronic or in-person as needed to include all CDRLs, Monthly Status Reports (MSRs), Bi-weekly status meetings, Contract Funds Status Reporting (CFSR), and Integrated Master Schedules (IMSs).
The Government does not own the complete technical data package for the system. While some drawings are available for most of the system, some modules are proprietary.
Organizational level technical orders are available upon request (see pertinent list in section 3). The Government does not have unlimited data rights for the entire system; there is some system specific hardware and system peculiar software and firmware. Although the Government possesses a portion of the SW source code, new threats would only be programmable to someone with CEESIM source code, such as the OEM. The scope of CLS covers all JTE configurations located at all installations CONUS and OCONUS to include changes made through the engineering change proposal (ECP) process throughout the CLS performance periods, including but not limited to deficiency corrections, capability changes, maintenance improvements, and obsolescence. The Contractor shall plan for obsolescence and work with the Government to mitigate impacts to sustainment. Contractor shall plan for international travel requirements to include software install/setup, ECP Contractor-level installation rollouts. All future Software and ECPs shall be furnished to the Government with unlimited rights.
