The U.S. Army Corps of Engineers, Omaha District, is conducting Market Research to identify sources (Small Businesses) that have the knowledge, skills, and capability to perform the work concerning the potention projec described below.
The responses to this Notice will be used for market research and acquisition planning purposes only and do not constitute a commitment, implied or otherwise, that a procurement action will be issued. Therefore, this Notice does not constitute a Pre-Solicitation Notice of solicitation issuance, Request for Proposal (RFP), Quotation, or Bid; it does not guarantee the future issue of an RFQ/RFP/IFB; nor does it commit the Government to contract for any supply or service. Response to this Sources Sought Notice is strictly voluntary and will not affect any firm or corporation's ability to submit an offer if and when a solicitation is released. There is no bid package or solicitation document associated with this announcement.
Further, this Agency will not accept unsolicited proposals. Respondents are advised that this Agency will not pay for any information or administrative cost incurred in response to this Notice; all costs associated with responding to this Notice will be solely at the responding party's expense. At this time, proprietary information is not being requested, and respondents shall refrain from providing proprietary information in response to this Sources Sought Notice. The Government shall not be liable for or suffer consequential damages for improperly identified proprietary information.
Intent: The U.S. Army Corps of Engineers (USACE), Omaha District (NWO), of the Northwestern Division intends to pursue the award of a construction contract to replace the Powerhouse 1 Surge Tank Roof at Fort Peck Dam in Montana. The solicitation is proposed to be advertised under NAICS Code 238160—Roofing Contractors.
The sources constitute a market research tool for collecting and analyzing information to determine the capabilities and capacity of interested contractors capable of providing services listed under NAICS code 238160 specifically for this type of project. This source sought notice is intended to determine contractors’ capabilities within the Omaha Northwestern District’s Area of Responsibility (AOR) in providing services for the installation of clay roof tiles onto precast concrete roof panels within the Ft. Peck Powerhouse, ensuring secure nailing and integration with the existing structure as specified in the project scope. All interested, capable, qualified, and responsive contractors are encouraged to reply to this market survey request.
Small Businesses are reminded that under FAR 52.219-14(e)(1), Limitations on Subcontracting (Services), at least 50% of the cost of contract performance incurred for personnel shall be expended for employees of the concern. Prior Government contract work is not required for submitting a response to this sources-sought notice.
Scope of Services: The Surge Tank roof of the Ft. Peck Powerhouse, constructed in the 1940s, requires restoration to its original design in compliance with Montana State Historic Preservation Office (SHPO) regulations. The project involves removing existing roofing layers, including felt and Ludowici Provincial clay tile shingles, and replacing new clay tiles that match the original materials to ensure historical accuracy. The roof, situated 272.48 feet above grade with an 8:12 slope and spanning 40 feet in diameter (2,500 square feet), currently features original clay tiles, 15-pound asphalt-impregnated waterproof felt with coal-tar pitch, and 2½" nailable precast concrete roof slabs secured with copper nails. The restoration will replace the clay tiles, copper flashings, and potentially the asphaltic waterproofing while preserving the structural integrity of the precast concrete panels and maintaining the historical character of the Ft. Peck Dam. Comprehensive documentation will be kept throughout the project to track all aspects of the restoration and ensure adherence to historical preservation standards.
Place of Performance: Fort Peck Powerhouse 1 Surge Tank Roof Replacement, Fort Peck, Montana, 59248.
All work must be performed within USACE guidance and in accordance with local, State and Federal requirements.
In accordance with FAR Subpart 4.1102 contractors are required to be registered in System for Award Management (SAM) prior to award of a contract or agreement that is not specifically exempt. (See SAM website at www.sam.gov).
Submissions: The capabilities package/submission form (see in the Attachment Section) must be received by 2:00 p.m. Central Standard Time on or before 15 OCT 2024. Any information submitted is voluntary.
Interested firms with the capabilities necessary to meet or exceed all aspects of NAICS Code 238160—Roofing Contractors, with a size standard of $16.5 Million over three (3) Fiscal Years, and that can support the above project scope should submit a capabilities package.
