This is a total small business solicitation. All small businesses, regardless of socioeconomic category, are welcome to provide a RFQ in line with the required capabilities.
The contractor shall provide operators, a rigging team, and one (1) Crane capable of hoisting an M1A2 Tank (73.59 tons) off of a rail car, and placing the Tank on the ground.
Center of gravity for the radius is no closer than 24 feet and no farther than 38 feet. The radius is due to stand-off distance from the crane’s stationary operating position to the tracks containing the railcars and broken equipment. The heaviest load is the M1A2 tank; it weighs 73.59 tons. The crane’s boom must be able to sustain lifting the tank and rotating the load in a radius of up to 38 feet away from the railcar.
Rigging points are on the four corners of the tank, approximately 10-12 inches from the edge of the tank. Minimal sling length should be 10-15 feet per leg with a central ring for hook attachment; weight capacity for the sling set shall be at least 80 tons. The sling set must also have large shackles to attach to the lifting points on the tank. Additionally, taglines will be needed to help steer/remain in control of the tank while in motion.
Spreader bars are required in addition to the sling to prevent the cables from pressing into the tank turret and bending the bustle rack railing and platform.
The Crane will be used to download a variety of Non-Mission Capable (NMC, i.e., broken) equipment from the rail cars onto the ground at Camp Funston Rail Yard, Fort Riley. NMC equipment includes: M1A2 Abrams Tank (73.59 tons), M1120A2 Truck (40,300 lbs.), M1074A1 Material Handling Crane w/ winch (55,204 lbs.), M88A2 Tracked Recovery Vehicle (70.8 tons), or the M2A3 Fighting Vehicle (74,400 lbs.). Transportability guidance excerpts have been provided for graphic references, weights, and measurements for vendor consideration of sling set and spreader bars.

15OCT24: Mobilize in, standby ready to lift NLT 1200
16OCT24: Lift (8 Hrs) 0800-1600
17OCT24: Lift (8 Hrs) 0800-1600
18OCT24: Lift (8 Hrs) 0800-1600 (May begin breakdown upon download completion after release by COR)
19OCT24: Mobilize out at contractor's convience.
