This is a Sources Sought announcement for acquisition planning purposes and no formal solicitation for this requirement exists at this time. All businesses, regardless of size; capable of providing these services are invited to respond to this announcement and submit a capability statement for consideration. Capability statements received will be reviewed to determine a firm's previous experience performing similar work. The capability statements will be reviewed and used to determine an appropriate procurement strategy, in particular, whether a small business set-aside is warranted or an alternate procurement strategy. The Government does not intend to award a contract on the basis of this notice or otherwise pay for information solicited.
Proposed Project:
The Bureau of Reclamation (Reclamation), Lower Colorado Region has a for the requirement for electrical service to power several pump motors and other ancillary services at the Firebreak Canal and Beal Lake. The United States Fish and Wildlife Service (USFWS) and Bureau of Reclamation (USBR) are working to implement several projects at Topock Marsh. The USFWS will seek to transfer its maintenance yard and groundwater pump, which is currently serviced by Cal Edison, to the Mohave Electrical Cooperative (MEC). All components of this project are within the service area of the MEC. The following document outlines the project components and proposes a conceptual above ground power alignment for MEC to begin evaluating this line extension. The proposed power alignment is approximately 10.5 miles of poles (government will furnish 150 utility poles) and power line for the extension.
Projects
The following details the primary electrical requirements for the three projects. Each project will require a separate service for billing purposes. Ancillary services may be required, more details can be gathered and provided.
1. USFWS/USBR Pump Station at Firebreak

-Two 75HP-100HP Motors (used January-March and intermittently throughout summer)
-Scada and monitoring equipment

2. USBR Pump Stands at Beal Lake
Components
-Two 115HP Motors
-Scada and monitoring equipment

3. USFWS Maintenance Yard/Building and Ground Water Pump

-Maintenance shop (uses less than 700 KW per month)
-75HP groundwater pump (used approx. 1 week per year)
-1 HP Domestic well
Proposed Power Line Extension Alignment
The attached map depicts a proposed alignment for the power line extension. This alignment is conceptual and subject to change based on feedback and requirements from MEC. Nearly all 10.5 miles of the extension is on USFWS refuge lands. USFWS and USBR will work with MEC to assist in ensuring all necessary rights-of-way and easements are granted.
The applicable North American Industry Classification System (NAICS) Code 237130, Power and Communication Line and Related Structures Construction with a corresponding small business size standard of $45M.
