The Naval Facilities Engineering Systems Command, Mid-Atlantic is seeking eligible small business firms capable of performing the purchase, removal, and replacement of drapes with solar rolling shades at Naval Station Great Lakes, Great Lakes, IL.
This is a Sources Sought Synopsis announcement, a market survey for information to be used for preliminary planning purposes. The information received will be used within the Navy to facilitate the decision-making process and will not be disclosed outside of the agency. The intent of this notice is to identify potential offerors for market research purposes and to determine whether to set-aside the requirement for small business concerns.
No reimbursement will be made for any costs associated with providing information in response to this announcement or any requested follow-up information. This notice does not constitute a Request for Proposal and is not to be construed as a commitment by the Government for any purpose other than market research. No drawings or specifications will be made available at this time. Respondents will not be notified of the results of this market research.
General Work Requirements:
The Contractor shall furnish all labor, tools, transportation, supervision, materials, inspections, equipment, and safety compliance necessary to perform all work required to remove and properly dispose of fourteen (14) old and damaged window drapes and replace them with new custom solar shades to maintain optimal temperature control and prevent heat ingress.
This work is to be performed in an office building at Naval Station Great Lakes, Great Lakes, IL. The building is a historic structure; therefore, the Contractor shall be responsible for ensuring that all work adheres to preservation guidelines and minimizes impact on the building’s historic elements.
This is a new procurement. This does not replace an existing contract.
The anticipated award of this contract is November 2024.
The North American Industry Classification System (NAICS) Code for this project is 238390, Other Building Finishing Contractors, with a small business size standard of $19 million.
If the resulting solicitation is set aside for small business firms, it will include FAR clause 52.219-14, Limitations on Subcontracting.
If adequate interest is not received from Small Business concerns, the solicitation will be issued as unrestricted without further notice.
Interested sources are invited to respond to this Sources Sought announcement by using the form provided titled Sources Sought Contractor Information Form (form attached). This form is the only item required to be submitted. Information not provided may prohibit your firm from consideration. Please list any previous experience in Block 4 of the form that is similar in nature to this scope of work.
If you are submitting as a mentor-protégé agreement joint venture under the 8(a), you must provide SBA approval of the mentor-protégé agreement to be considered as a small business for this procurement. For more information on the definitions or requirements for these small business programs, refer to https://www.sba.gov/. Responses must include identification and verification of the firm’s small business status.
As a reminder, Women-Owned Small Businesses must be certified by the SBA. Self-certification is not sufficient.

The Government will not provide debriefs on the results of this research, but feedback regarding the decision to set aside or not set aside the procurement will be accomplished via pre-solicitation synopsis or solicitation for these services, as applicable.
