SOURCES SOUGHT NOTICE/MARKET RESEARCH. THIS IS NOT A PRESOLICITATION OR SOLICITATION ANNOUNCEMENT. After review of the responses to this notice, and if the Government intends to proceed with the acquisition, a separate announcement will be published on the System for Acquisition Management (SAM) website (SAM.gov).
Responses to this SOURCES SOUGHT NOTICE / MARKET RESEARCH are NOT an adequate response to any future solicitation announcements. Please note that this research is for planning purposes only and does not constitute a solicitation for competitive bids/proposals/quotes and is not to be construed as a commitment by the U.S. Army Corps of Engineers. However, all interested parties who believe they can meet the requirements are invited to respond, in writing, to this Sources Sought Notice. The Government will use responses to this SOURCES SOUGHT NOTICE to make appropriate acquisition decisions for this procurement.
ANTICIPATED CONTRACT INFORMATION/DESCRIPTION: The New Orleans District expects to issue an Invitation for Bid in accordance with Federal Acquisition Regulation (FAR) Part 14, Sealed Bidding, for a construction contract for Flood Control, Amite River Tributaries, Louisiana, Comite River Basin, Comite River Diversion Project, Bayou Baton Rouge Rock Chute, East Baton Rouge Parish, Louisiana.
This project would have a magnitude of construction between $25,000,000 and $100,000,000 with the following SCOPE OF WORK:
The work consists of clearing and grubbing; construction of new diversion channel; construction of temporary channel; construction of new pump station; demolition and installation of new roadway; removal of existing bridge; construction of highway bridge; pile installation; construction of access roads and culverts; preload installation and removal; removal and disposal of residential structures; maintaining storm water management during construction; traffic control and coordination; asphalt paving, placing high performance turf reinforcement mats; surfacing, riprap and scour protection; stone bedding, turf establishment; hydroseeding, geotextile placement, road relocation, installation of precast, prestressed concrete pile, pile load testing, fencing and gates, dewatering, and other related incidental work. The time for completion of this contract work is estimated to be over 1,000 calendar days.
SUBMISSION REQUIREMENTS FOR THIS SOURCES SOUGHT NOTICE: Responses to this SOURCES SOUGHT NOTICE / MARKET RESEARCH STUDY shall include the following information:
1. Interested firm's name, address, point of contact, phone number, email address and Large or Small Business size status under NAICS Code 237990. If identifying as a small business, please include any further designations (Small Disadvantaged Business, Hubzone, etc.)
2. A brief capabilities statement describing the interested firm's ability to meet the anticipated Scope of Work as described above.
3. A brief narrative describing one (1) project your firm has completed that is similar in size, scope and complexity to the anticipated contract requirements described above.
4. Your firm’s single and aggregate bonding capacity.
5. Your firm’s experience with Project Labor Agreements.
6. The percentage of work/items of work that your company would self-perform on a contract of this size, scope and complexity.
Submission of your interest is not a prerequisite to any potential future posting, but participation will assist in identifying sources with required capabilities. Respondents WILL NOT be notified of the results of the evaluation. Statements that do not meet all requirements or are not submitted within the allotted time will not be considered.
NOTE: Contractors must be registered in SAM (System for Award Management) to be eligible for contract award or payment from any DOD activity. Registration requires applicants to have a UEI number. Recommend registering immediately to be eligible for this potential procurement.
