The AFLCMC/HBAK Contracting Office intends to solicit and award a sole-source contract for Contractor Logistics Support in accordance with 10 U.S.C. 2304(c)(1) as implemented by the Federal Acquisition Regulation 6.302-1, “only one (1) responsible source and no other supplies or services will satisfy agency requirements”. This is not a solicitation, but rather a Request for Sources Sought/Information to identify companies that have the capability to provide logistics support for quantity two ATNAVICS version 10, a Collins Aerospace (RTX Business) product.
ATNAVICS is a self-contained, rapidly deployable system packaged on two High Mobility Multipurpose Wheeled Vehicles (HMMWVs). Each unit is equipped with its own trailer that also serves as a storage trailer during transportation. The units that make up ATNAVICS are the sensor pallet (unit 1), sensor trailer (unit 2), operations shelter (unit 3), and operations trailer (unit 4).
- The sensor pallet carries an X-band Precision Approach Radar (PAR), an S-band Primary Surveillance Radar (PSR), and an L-band Secondary Surveillance Radar (SSR).
- The sensor trailer is equipped with a 30-kW generator that powers the sensor pallet when deployed to remote sites.
- The operations shelter houses two Air Traffic Control (ATC) controller consoles, radio communications equipment, communication access unit, a GPS unit, environmental control unit, and personnel support equipment.
- The operations trailer is equipped with a 10-kW generator that is used to power the operations shelter when deployed to remote sites.
- The fiber optic interface is used to link data to the operations shelter, which can be located up to 3281 feet (1km) from the sensor pallet.
The purpose of this Sources Sought notice is to identify companies that could provide logistics support on or before September 2025, with options to support Air Force ATNAVICS sustainment effort until 2035. The contractor shall provide support to encompass 2nd Level Maintenance, Engineering Services (Hardware Modifications, Software Modifications, Obsolescence Reporting, Special Studies/Analysis), Cyber Security Support, Supply/Provisioning Support, Line Replacement Unit (LRU) Repair, Technical Manuals Development Support, and Travel in support of the ATNAVICS Systems.
THIS IS A REQUEST FOR INFORMATION ONLY. This sources sought is solely for information and planning purposes; it does not constitute a Request for Proposal (RFP), is not to be construed as a commitment by the Government or a promise to issue an RFP in the future, and does not restrict the Government as to the ultimate acquisition approach. Information gathered will be used by AFLCMC/HBA for market research purposes and to assess industry interest. The Government will not pay for any information received in response to this synopsis, nor will the Government compensate a respondent for any costs incurred in developing the information provided to AFLCMC/HBA.
- Maintenance support includes 2nd level engineering services for troubleshooting and repair of a maximum of two ATNAVICS systems.
a. The Contractor shall provide telephonic assistance to field users on a 24 hours/day X 7 days/week X 365 days/year (“24X7X365”) basis.
b. If the Contractor cannot return the system to Fully Mission Capable (FMC) status through telephonic assistance within 48 hours, provided user site availability, the Contractor deploy to the location to provide technical services.
2. Required engineering service support would include system upgrades, systems engineering, software engineering, integrated logistics support, obsolescence management, product improvements, technical studies and white papers, design trade studies, alternate architecture development, simulation and modeling, prototype design, technology insertion, fabrication, integration, assembly, testing, demonstrations, exercises, validations and verifications.
3. To meet cyber security needs the Contractor shall conduct a review and update of the baseline Lightweight Deployable Ground Control Approach (LD-GCA) cybersecurity package along with the AFLCMC/HBAAS program office.
a. Twice per year throughout the PoP, the Contractor shall update the baseline with patches and updates and perform a security assessment. The Contractor shall update the baseline configuration of the LD-GCA system IAW DODI 8510.01 (Risk Management Framework), DODI 8500.01 (Cybersecurity), CNSSI 1253 utilizing the most current version, approved Defense Information Systems Agency (DISA) Secure Technical Implementation Guides (STIG) configuration settings and security updates/hotfixes/patches and Anti-Virus (AV) Signature updates.
4. Supply support is needed to determine, acquire, catalog, receive, store, transfer, issue, and dispose of secondary items necessary for the support of end items and support items. The process includes initial support (provisioning) and follow-on requirements (routine replenishment).
5. The Contractor shall be able to repair a wide array of ATNAVICS Line Replaceable Units (LRUs) and procure components which are necessary to stock to support the respective Government turn-around-times or no more than 180 days.
6. The Contractor shall be able to support technical manual development.
7. Interested parties may electronically submit a capabilities statement or other response to the identified Point of Contact no later than 30 calendar days from the publication of this notice. All responses shall be unclassified and reviewed to ensure consideration of operational sensitivities. Submissions will be evaluated solely for determining whether to conduct this procurement on a competitive basis.
8. An AFLCMC Ombudsman has been appointed to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Before consulting the Ombudsman concerned parties should first address their concerns, issues, disagreements, and/or recommendation to the Contracting Officer for resolution. In addition, DAFFARS 5352.201-9101, Ombudsman, will be included in this acquisition's solicitation and contract.
