The Naval Air Systems Command (NAVAIR), Air Combat Electronics Program (PMA 209), Patuxent River, MD intends to negotiate and award a Delivery Order under Basic Ordering Agreement N0042121G0005, with Rockwell Collins, Inc., 400 Collins Road NE, Cedar Rapids, IA 52498-0505 to provide risk reduction activities in support of future Avionics Management System (AMS) software builds to include but not limited to engineering software development and testing, code enhancements and efficiencies, software prototyping and evaluation of new hardware, and conducting trade studies for best value design alternatives for future capabilities for the life cycle.
This acquisition is being pursued on a sole-source basis under the authority of 10 U.S.C 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Rockwell Collins, Inc. is the original developer of the AMS and retains all data rights; making them the only company that has the ability, resources, technology, and documentation necessary to modify, develop, produce, maintain and support this system.
THIS SYNOPSIS IS NOT A REQUEST FOR PROPROSAL. This notice outlines the Government’s intent to contract on a sole source basis with Rockwell Collins, Inc. No contract will be awarded on the basis of offers received in response to this notice. Pursuant to FAR 5.207, all responsible sources may submit a capability statement, which may be considered by the agency.
