The purpose of this Sources Sought Notice is to gain knowledge of eligible sources which are capable of providing the services described herein. This notice is for planning purposes only - it does not constitute a Request for Quote (RFQ) / Invitation for Bid (IFB) / Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the U.S.
Government to contract for any supply or service.
The 109th Airlift Wing, Stratton Air National Guard Base, has a requirement for support services in order to support its mission requirements in Kangerlussuaq, Greenland. The purpose of this notice is to determine the feasibility of satisfying this requirement directly from Danish/Greenlandic sources. All interested firms that are qualified in accordance with the eligibility criteria described below are encouraged to respond to this notice with the following information:
Firm's Name, Address, Point of Contract, Phone Number, Email Address, and Central Business Register (CVR) number.
ELIGIBILITY CRITERIA:
In accordance with the Memorandum of Understanding between the United States of America and the Government of the Kingdom of Denmark (including the Home Rule Government of Greenland) Concerning Use of Sondrestrom Aviation Facility, Kulusuk Airfield, and Other Matters Related to United States Military Activities in Greenland, signed at Copenhagen March 13,
1991, as amended July 16, 2008, and January 27, 2009, the requirements for a company to be considered eligible are as follows:
1. As part of its offer, an offeror must certify that at the time of offer submission and throughout the term of the contract:
a. it is, and shall remain, registered as a Danish or Greenlandic company in the Danish Central Business Register.
b. more than 50 percent of the offeror’s equity, defined as the entire capital of the company, is, and shall continue to be, owned by Danish and/or Greenlandic individuals or legal entities; and
c. a non-Danish or non-Greenlandic individual or legal entity does not, and shall not, have a ‘” decisive influence”’ (in Danish:
‘”bestemmende indflydelse’”) over the offeror.
In the event adequate Danish / Greenlandic sources are not available to provide these services, a determination may be made to
satisfy the requirements by procurement from US or other sources.
REQUIRED SERVICES
The scope of required services includes but is not limited to: billeting / housekeeping; lease of office / garage space; communications services (phone & internet); aircraft services (airport opening, fire protection, de-icing, etc.); vehicle rentals and maintenance; ground fuel; and lease of secured storage areas. All services must be provided at Kangerlussuaq International Airport; no alternative locations will be considered.

REQUIRED RESPONSE INFORMATION
1. Please describe your experience and qualifications in providing the required services.
2. How do you plan to obtain access and authorization to the airport for the project?
3. Do you have any previous experience working with the airport or any other similar organizations?
4. Will you be able to provide the required services or products without having to subcontract through the airport for usage?
5. If you will need to subcontract through the airport for usage, please explain how you plan to manage this process.
6. Please provide any additional information or documentation that supports your response to this sources sought.
