The US Army Corps of Engineers, Charleston District intends to issue a sole source solicitation for Title II services for FY25 CRRP USGS Dock Title II Services.
This sole source requirement will be a new stand-alone contract. The design and engineering work for the United States Geological Survey SGS (USGS) Gage Platform Replacement was completed under task order W912HP19F0008. It was awarded to Apogee-CEMS JV, LLC to provide all design and engineering services to prepare construction contract documents for the USGS Gage Platform Replacement along the Cooper River in Charleston, South Carolina. The scope of this new requirement is for CEMS to perform Title II services and as needed design changes during the construction phase of this project. The period of performance for this action is 12 months.
Under Task Order W912HP19F0008, Apogee-CEMS JV, LLC provided Architectural & Engineering Services to provide the design of the USGS Gage Platform Replacement. The work under that task order was completed in November 2019, but a construction contract was not advertised. Construction funds became available in 2024, however, the AE’s contract had expired. Once the construction contract is awarded, CEMS will be tasked to provide Title II services to the U.S. Army Corps of Engineers Construction Division in the form of Construction Submittal reviews, Shop Drawing reviews, and answering questions and clarifications regarding the design. During construction, there are critical construction features expressed in terms of performance standards with design details that require Government approval. These features include items such as pile design and structural framing. Only the Designer of Record has the design knowledge to assist in the Government review and approval of these systems.
This is NOT a request for competitive quotations; however, all responsible sources may submit any information that may assist in the acquisition strategy process. The Government will consider responses received by Thursday, October 17, 2024 at 12:00PM ET. Responses must include sufficient evidence that clearly demonstrates the vendor/products are available and can provide the required end use. If no written response is received that clearly demonstrates an ability to meet all requirements, is more advantageous to the Government, and is received by the deadline, the Government shall proceed with the intended Sole Source requirements in the forthcoming solicitation.
