The 20th Contracting Squadron (20 CONS) at Shaw Air Force Base is publicizing this SOURCES SOUGHT NOTICE to gather industry information and input with respect to a potential Multiple Award Construction Contract (MACC).
A MACC is an Indefinite-Delivery Indefinite Quantity contract that is awarded to multiple contractors. Task orders for individual construction projects are then competed among the pool of contractors and evaluated based Federal Acquisition Regulation (FAR) Part 16.505. No solicitation is being issued at this time. This is not a Request for Proposal (RFP), or Invitation for Bid (IFB), and shall not be construed as a commitment by the Government to issue a solicitation, or ultimately award a contract.
The information requested by this Sources Sought will be used within the Air Force to facilitate decision making and will not be disclosed outside the agency. Should a future requirement evolve from this preliminary planning process, it is anticipated that as many as five (5) contracts could be awarded, each for a term consisting of one base year plus one (1), 1-year option periods. The Government may also award, at its discretion, a target of up to three (3) On-Ramp contracts. On-ramp and Off-ramp clauses provide the Government the flexibility to assess the status of the contractor pool for multiple award/IDIQ and make whatever adjustments are necessary to ensure an optimal mix of premier contractors is maintained to facilitate adequate competition on orders. Task Orders written against MACC contracts are anticipated to range between $2,000 and $2,000,000. The overall program value is still under consideration; accordingly, at this point it is roughly anticipated to range between $5,000,000 and $10,000,000 over a two-year period. The government may also require contractors to participate in 10% to 30% of MACC TO solicitations, exact percent to be determined at time of solicitation. The failure to participate at the target percentage may be reflected negatively in CPARS ratings and may result in temporary suspension from participation, dependent upon the CPARS rating.
The work will consist of a broad range of construction tasks, including but not limited to: New construction of buildings and structures, alteration and repair of buildings, structures, roads, grounds, roofs, specialty construction, utilities including JP-8 fuel systems and miscellaneous services including hazardous material waste removal (i.e. asbestos, lead based paint etc.).
Work may also include design/build from concept to full 100% design. In-house design capability or ready access to design capability is a must for projects under this MACC. Description of work will be identified in each individual task order. For the purpose of this Sources Sought, the anticipated North American Industrial Classification System (NAICS) code is 236220 / Commercial and Institutional Building Construction, with a size standard of $45,000,000.
20 CONS is seeking interest from sources located in South Carolina, North Carolina, and Georgia. Interested sources shall include in their information a detailed capabilities statement stating their experience in providing the same or similar work described in this notice, a point of contract with phone and e-mail information, business status (Socio-Economic Factors: 8(a), HUBZone, Service -Disabled Veteran-Owned Business), and a positive statement of interest to submit a proposal. We also request interested firms respond to the attached questionnaire and provide the information requested. Oral Communications ARE NOT acceptable in response to this notice.
