You are invited to submit a two (2) phase proposal in response to this Request for Proposal (RFP). The Centers for Medicare & Medicaid Services (CMS) intends to award Indefinite-Delivery/Indefinite-Quantity (IDIQ) contracts to provide CMS with an “as needed” mechanism to assist with developing, implementing, and evaluating national integrated communications campaigns. As a result of this RFP, CMS anticipates the award of a "kick-off" task order to each IDIQ awardee; additionally, CMS intends to award the "Health Care Fraud Prevention Outreach and Education Campaign" task order to one (1) IDIQ contract awardee. This RFP/Solicitation does not commit the Government to pay any cost for the preparation and submission of a proposal. In addition, the Contracting Officer is the only individual who can legally commit the Government to the expenditures of public funds in connection with the proposed procurement. NOTE: This procurement is currently subject to the availability of funds.
