The Savannah District Corps of Engineers is requesting information regarding the market capabilities of potential contractors who can perform Mowing/Cutting in areas that include Disposal Areas, Bird Island Clearing and Herbicide treatment in Chatham and Glynn Counties, Georgia and Jasper County, South Carolina. There are nine (9) locations for Savannah Harbor in Chatham County,, Georgia and Jasper County, South Carolina as well as two (2) locations near Brunswick Harbor in Glynn County, Georgia. This request does not obligate the Government in any way to post a Request for Quote or award a contract. Information received will be considered for the purpose of market research and determining how to best move forward with the procurement. The applicable NAICS code is 561730 - Landscaping Services with a size standard of $9,500,000.00. The potential magnitude for this requirement is estimated between $2,500,000.00 to $5,000,000.00.

This work consists of mowing the Savannah and Brunswick Harbor Dredge Material Containment Areas (DMCA)s of earthen dikes and cross dikes. The combined acreage to mow for Savannah Harbor DMCAs will be approximately 800 acres and will be required four times a year. The combined acreage to mow for Brunswick Harbor DMCAs will be approximately 72 acres and required ‘3’ times a year. The exterior of the dikes rises in steps, from the tidal marsh to various elevations. The typical dike cross section includes 1 to 3 steps, having sides with variable slopes ranging from 1 vertical to 2 horizontal (1V:2H) to 1V:3H and benches of varying widths. The ground conditions of the dikes, slopes, and benches vary from firm to soft. It is anticipated that areas along the lower bench will be wet and soft which cannot support typical mowing equipment. Mowing is to be accomplished using appropriate equipment that will prevent damage and rutting to the dikes.
Contractor shall furnish all plant, labor, equipment, special equipment, and material to fulfill the requirement of this contract. Mowing/Cutting shall consist of cutting the vegetation along the dikes, dike slopes, counterweights, access ramps, underdrain stations, underdrain station ramps, weir access ramps, and weir outfalls of eight Dredge Material Containment Areas (DMCA)s in Savannah Harbor. In addition to the dikes, mow/cut the access roads of the DMCAs, and a staging area in Savannah Harbor. The contractor shall herbicide the weir areas as directed by the Government in proximity of weir walkways, and weir outfalls of DMCAs and an underdrain station. The contractor shall remove vegetation and herbicide the interior bird nesting islands located in five DMCAs, as well as an approximately 5-acre bird island approximately 2 miles offshore in Savannah Harbor.
In addition, this contract will include full mowing/cutting of vegetation and herbicide application of approximately 72 acres of a DMCA on Andrew’s Island in Brunswick Harbor, and herbicide application and clearing of an in-shore bird island of approximately 15 acres in Saint Simons Sound.

Please state if you have experience in performning mowing/cutting in areas that include mechnical clearing and herbicide treatment. If significant subcontracting (self-performance is less than 15%) or teaming is anticipated in order to deliver technical capability organizations should address the administrative and management structure of such arrangements to include the percentage anticipated to be self-performed by each party.
