This is a sources sought announcement in accordance with FAR 15.201 and in anticipation of a potential future procurement program. Southwest Regional Maintenance Center (SWRMC) is conducting market research to determine industry capability and interest in performing the follow-on indefinite delivery, indefinite-quantity (IDIQ) contract for Commercial Industrial Services (CIS) Hullboard Lagging Services Contract for the removal, repair, replacement, disposal, and installation of Hullboard Lagging and/or insulation materials. The primary purpose of the CIS Hullboard Lagging Services contract is to provide labor, services, equipment, and materials for the removal, repair, and installation of hullboard lagging and insulation materials onboard U.S. Navy ships in San Diego, CA. The contractor shall furnish all labor, equipment, materials, and facilities required to accomplish the work in the draft Statement of Work.
SWRMC is especially interested in determining small business capability and interest.
The anticipated RFP release date is on or around Wednesday, 04 June 2025 (subject to change).
SWRMC is contemplating award of a multiple award IDIQ firm fixed price contract for the requirement specified in the attached draft Statement of Work. The applicable NAICS code is 238310 – Drywall and Insulation. What/Where to Submit: Interested companies should submit, on company letterhead, a letter of interest including the name, telephone number, mailing address, and e-mail address of one point of contact. The letter of interest should include a brief description of your company and its capabilities as they relate to the requirements set forth in the draft Statement of Work, and answers to the following specific questions. Please limit your response to no more than 5 pages.

- Does your company have a satisfactory performance record for the type of work required? Please provide examples of relevant and recent (within three years) past performance.
- Given the complexity of the work described in this announcement, including draft Statement of Work, please describe your company’s historical experience completing work onboard U.S. Navy ships and other vessels described in draft Statement of Work, or briefly describe how your company would be capable of meeting these requirements as of contract award.

Information provided in response to this sources sought announcement will not be considered an offer by the responding contractor and cannot be accepted by the Government to form a binding contract.
