The Federal Bureau of Prisons (FBOP) anticipates issuance of a solicitation for the award of a firm-fixed-price construction contract for a project entitled Replace Sewage Liner, at the Federal Correctional Institution in Phoenix, Arizona.
FCI Phoenix is a federal correctional facility located at 37900 N. 45th Ave., Phoenix, Arizona, 85086.
This sources sought questionnaire is for information purposes only. The described requirement may or may not be included in the subsequent solicitation. A summary of the requirements is as follows (Please see statement of work for complete requirements):
- Provide all necessary labor, equipment, materials, and related services to de-silt and re-lineWastewater Ponds 5 & 6 at the Federal Correctional Institution (FCI) Phoenix. This work shall beperformed in accordance with this Statement of Work. All recommendations suggested by themanufacturer will be included in the installation.
- Contractor shall completely remove all sludge and any existing equipment and dispose of allitems properly. Contractor will install all new equipment and liners, per all national/local codes,and Bureau of Prisons. This includes, but not limited to, de-silting the ponds, and installingsynthetic liners in Ponds 5 & 6.
- Contractor shall provide temporary and permanent erosion control and protection of disturbed areas.
- Contractor shall work with existing topography. Design building, parking, and roadways tocomplement existing site contours by limiting cut and fill.
- Contractor shall implement a stormwater management plan that results in no net increase in therate and quantity of stormwater runoff from existing to developed conditions.
- Contractor shall ensure that materials, testing, and installation of double-sided geo-composite gasventing system with geotextile are bonded to both sides of HDPE geonet triaxial flow structure.
- Contractor shall furnish and install geotextiles including appurtenant anchors and connections required for compliance with Manufacturer’s installation requirements and this specification.
- Contractor shall use adequate numbers of skilled workmen trained and experienced in necessarytrades and crafts and completely familiar with specified requirements and methods for properperformance of Work of this section.
- Contractor shall ensure that geotextiles factory testing shall be submitted per ASTM D4354-12(2020) Standard Practice for Sampling of Geosynthetics and Rolled Erosion Control Products(RECPs) for Testing
Pursuant to Federal Acquisition Regulation (FAR) 36.204, the estimated magnitude of the project lies between $1,000,000.00 and $5,000,000.00. (NOTE: This range is one of 8 available ranges from FAR 36.204 and is not meant to imply that the project has necessarily been estimated/budgeted to the maximum of the selected range. It merely conveys that the estimate/budget lies somewhere within that range.)
The North American Industrial Classification System (NAICS) code applicable to this requirement is 237110 with a corresponding small business size standard of $45 million. To be considered an interested vendor, you must possess this NAICS code in your System for Award Management (SAM) registration.
The FBOP is seeking small business contractors for this project. Your business size metrics information entered in your SAM registration must be less than or equal to the small business size standard specified above.
