This procurement will be issued as a 100% Set-Aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) through Request for Proposal (RFP) procedures under FAR 15 and other FAR Parts and Subparts as applicable. The Overton Brooks VA Medical Center has a requirement for Bldg. 55 Accessibility Ramp-Project #667-24-255. The tentative date for issuing the Phase I RFP is on or around 10/11/2024, with proposals due approximately 30 calendar days later on-or-around 11/15/2024 (the RFP will state the exact time/date that proposals are due). The Phase II RFP will be sent to the selected firms after the Phase I proposals have been evaluated. The anticipated contract award date is approximately 30 calendar days or less after receipt of proposals from the Phase II offerors. The Contract Performance Period is 130 calendar days after issuance of the Notice to Proceed. The contractor shall provide all labor, materials, tools, equipment, expertise, administration, supervision transportation and anything else necessary to perform all work as described in project Scope of Work, Drawings, and Specifications. NAICS Code 236220 is applicable to this RFP and the Small Business Size Standard is $45M. The Construction Cost Range for this project (Magnitude of Construction) is between $250,000.00 and $500,000.00. In addition, in accordance with VAAR 852.219-75, at the time of submission of a proposal, the offeror must present to the Contracting Officer an executed, signed copy of the VA Notice of Limitations on Subcontracting Certificate of Compliance for Services and Construction. Offerors who do not provide this document at time of proposal will not be evaluated or considered for award.
