This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information in this notice.
THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; THERE WILL NOT BE A SEPARATE PRE-SOLICITATION NOTICE POSTED WITH THIS ACTION. QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED.
This procurement will be a 100% set-aside for Small Business. The solicitation number is W912HN25Q50002, and the solicitation is issued as a Request for Quote (RFQ). The NAICS code is 541330 - Engineering Services with a small business size standard of $25.5 Million. This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 2021-06.
Description of Requirement: The Clemson Diversion Dams are high hazard potential embankment dams located on Hartwell Lake in the town of Clemson, South Carolina. The dams are part of the Hartwell Dam and Lake Project. They were constructed to prevent Hartwell Lake from inundating portions of Clemson University, a public land-grant research university currently enrolling approximately 26,000 students each year. The components of the project are three embankments and a pump station, which removes interior drainage from the university by pumping it into Hartwell Lake. The three embankment dams are named the Clemson Upper Diversion Dam, Clemson Lower Diversion Dam, and the Clemson Lower Diversion Dam Saddle Dike. The Clemson Dam Discharge Pipe Project is along the Lower Diversion Dam along the western edge of the dike (see Table 2 in the Scope of Work). Borings will be obtained over water, so it will require a drill rig mounted on a spud barge or other floating platform. Daily transport to and from the drilling platform will be by boat.
Submission Requirements: Fill out the Request for Quotes (RFQ) on page 5, provide the unit and total cost for CLINs 0001 through 0006 on pages 6 and 7, and provide evidence of technical capabilities that are annotated in the Basis of Award on page 2; and return via email to Sarai Hayward at sarai.hayward@usace.army.mil and Nathan Aylesworth at nathan.a.aylesworth@usace.army.mil by November 2, 2024 at 9:00 a.m. EST.
Basis for Award. The Government has the right to reject any and all offers. The Government will make an award to the lowest priced, responsible, responsive quote that meets or exceeds the requirements stated, and whose proposed price has been determined to be fair and reasonable. This is in accordance with Federal Acquisition Regulation (FAR) 52.212-2, Evaluation- Commercial Items, and FAR 9.104.
Technical Acceptability will be determined on the basis of the demonstrated ability to perform the required work. The Offeror must demonstrate ability to perform the services listed in the Scope of Work, Overwater Drilling. The contractor shall provide:
1. A summary of qualifications showing the necessary equipment and staff to safely and effectively conduct the work outlined in the Scope of Work
2. Proposed lead driller information including a copy of a valid Drilling License issued by the state of South Carolina and a summary of experience.
Failure to provide qualifications and a copy of valid drillers license with the quote submission by the quote due date and time will render the quote as non-responsive.
Submissions may be submitted via PDF format. Any submission not conforming to the above requirements will not be considered.
