The Department of Energy (DOE) Hanford Field Office (HFO), located at 2440 Stevens Center Place, Richland, Washington 99354, intends to issue a single sole source contract to 89303925CEM000052, to provide scientific and technical support for strategic management of the HFO in support of the Manager’s Office. The awarded contract will be a time and materials type contract with a 1 year base period of performance (POP) of one full-time equivalent (FTE) (1400 hours) and 2 option 1 year POPs. The awarded contract ceiling of $1,002,400.00 will allow for support to provide expert consultation in programmatic and organizational development strategies to support the HFO transition to waste treatment operations, and other site operations, under a single field office as well as implementation of EM HQ initiatives involving coordination with, and between EM and DOE field offices, HFO site contractors, federal and state regulatory agencies, and tribal and community stakeholders. Additionally, support may be needed for transition of a new tank waste disposition contract.
The sole-source candidate is the only known professional single source immediately available who is familiar with Hanford in providing expert strategic, programmatic, and technical support to the Office of the Manager, DOE, HFO, in the areas of site governance and integration, decision management processes, portfolio analysis and contract alignment, interface management, organizational development in support of Hanford transition to waste treatment operations, and HQ initiatives involving coordination with, and between DOE and EM field offices, HFO site contractors, federal and state regulatory agencies, as well as tribal and community stakeholders. A Master’s degree in organizational leadership and Bachelor of Science Degree in Mechanical Engineering with no less than 35 years of direct and related experience. Direct knowledge and demonstrated previous experience with scientific and consulting services, technical, engineering, and management services of DOE HFO operations and DFLAW activities and DOE HFO mission support operations. Specific knowledge and past experience with DOE HFO nuclear waste tank clean up and related contract transitions, as required. Highly specialized and distinctly specific experience relating to the Hanford Site and mission. Proven technical support skills, on-site experience, education, and knowledge to satisfy the stated DOE HFO needs. Proven ability to provide support services to the DOE HFO staff as well as senior DOE HFO management.
