This is a SOURCES SOUGHT NOTICE (36C26324Q1126) in support of the Department of Veteran Affairs Sioux Falls Medical Center in Sioux Falls, SD for market research purposes only to determine the availability of potential businesses with capabilities to provide the requirement described below. This notice shall not be construed as a request for proposal/request for quote or as any commitment or obligation on the part of the Government to issue a solicitation. The Government does not intend to award a contract on the basis of this request so proposals will not be considered. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests. Response is strictly voluntary- it is not mandatory to submit a response to this notice to participate in any formal solicitation process that may take place in the future. However, it should be noted that information gathered through this notice may significantly influence our acquisition strategy. All interested parties will be required to respond separately to any solicitations posted as a result of this sources sought notice. The Department of Veterans Affairs (VA), Network Contracting Office 23, is seeking Service-Disabled Veteran-Owned Small Businesses (SDVOSBs). Any responses from non-SDVOSBs may be considered. However, SDVOSBs will be given priority in review of responses to this Sources Sought Notice. This is to determine whether the Veterans Affairs has a need to conduct a tiered evaluation in the event sufficient responses from SDVOSBs/VOSBs are not obtained. Anticipated North American Industry Classification System (NAICS) code is 236220-Commercial and Institutionalized Building Construction Contractors. The largest a firm can be and still qualify as a small business for Federal Government programs is a size standard of $45.0M. Potential contractors shall provide, at a minimum, the following information (1-6): Is your company familiar with Project Labor Agreement (PLA) and its use on construction? Would your company likely submit a proposal for the VA construction solicitation that requires the use of a PLA? If VA requires a PLA, would your proposed construction cost be likely to increase or decrease and what is the likely percentage of cost increase or decrease? Does the VA requirement to use a PLA on a construction project restrict competition? Do you expect subcontractor resistance should VA require the use of a PLA on this construction solicitation? Do you have additional comments regarding the use of a PLA for this project? The Capabilities Statement for this Sources Sought is not expected to be a Request for Quotations, Request for Proposals or Invitation for Bids, nor does it restrict the Government to an ultimate acquisition approach, but rather the Government is requesting a short statement regarding the company s ability to provide the services outlined above and below. The capabilities will be evaluated solely for the purpose of determining to set-aside for the one of the socio-economic categories listed above or to conduct as an Unrestricted Procurement. Other than small businesses may respond to this notice in the event the market does not indicate SB interest. DESCRIPTION OF THE REQUIREMENT: This project will replace the existing boiler plant equipment and the new building to create a new 8,155 SF Boiler Plant that will serve the entire Sioux Falls campus and connection all utility systems to existing utility feeds. The new Boiler Plant will incorporate 3 large water-tube boilers 500 HP. (17,250 lbs./hr.) to accommodate the campus steam load. The Energy Center will house the boiler plant, engineering control center, associated electrical switchgear, boiler plant emergency generator, fuel oil storage (underground), associated auxiliary components, non-potable water storage (underground), and water treatment. This project also includes, but is not limited to, installation of communication and data systems both internal and extended to other buildings on the campus, Fiber optic cables, servers/sub-servers, steam lines, water lines, control wires, electrical power, and fire alarm cables. The work includes general construction, alterations, roads, walks, grading, drainage, associated components, assemblies, emergency power, communication, and data systems both internal and extended to other buildings on the campus, necessary removal of existing structures, construction of other items, and functional requirements as described and depicted in the specifications and on the drawings for the Work. The Department of Veterans Affairs is looking to obtain information on companies who can provide the following statement of work: 1) STATEMENT OF WORK Base Bid: The Contractor shall provide all supervision, tools, labor, materials, equipment, and testing necessary to accomplish the REPLACE BOILER PLANT project per construction drawings and specifications. The project shall be accomplished per contract drawings and specification for the project 438-22-900. Follow OSHA and all VA regulations as outlined in specification section 01 00 00. This work includes, but is not limited to: Demolition. Contractor shall remove from the VA site and dispose of all equipment and materials not scheduled to be reused. New construction consists of, but is not limited to: New boiler plant building including all equipment, piping, electrical, mechanical, plumbing, and finishes in the building. Site work including excavation, grading, and utilities. Site protection measures including boulders, bollards, security gates, and cameras. Underground fuel and industrial water tanks. Extension of the existing steam tunnel to the new boiler plant building. Night and weekend work will be expected to keep the campus fully functional and to limit the effect of any utility outages on the hospital staff, patients and visitors. Due to the nature of the utility outages and the major effects to the hospital, all utility outages will require at least 14 calendar days notice. See the phasing plan for more information on the tentative utility outage schedule. The tentative phasing plan does not alleviate the contractors or their subs the responsibility to coordinate with the VA and with other contractors. The VA CO and COR reserve the right to reject proposed outage schedule or proposed process at not additional cost to the government. Because some equipment have a very long lead times the boilers, transformers and generator shop drawings must be submitted for review and approval 14 calendar days after notice to proceed. General Sensitivity of Information: The sensitivity of information relating to this project is emphasized. The entirety of the information in this SOW shall be treated as for Official Use Only. This information is not be distributed without a confirmed need to know as confirmed by the VA. Accuracy of the Planned Information: Bidders are highly encouraged to conduct a thorough site visit to investigate all as-built conditions of the project area in this SOW. Discrepancies in Planning Information: The prime contractor shall promptly report to the Contracting Officer in writing any discrepancies between plans and specifications and as-built conditions. The Prime Contractor shall make no adjustments to their work due to discrepancies prior to review by the Contracting Officer. Ownership of Drawings: All designs, drawings, specifications, notes and other work developed in the performance of this contract shall be the sole property of the US Government. The Prime Contractor shall provide a list of all items specified for which no substitutions will be accepted. The list shall identify each item with the specification section in which the item is defined. If for any reason any deliverable cannot be delivered within the scheduled time frame, the contractor is required to explain why in writing to the CO, including a firm commitment of when the work shall be completed. This notice to the CO shall cite the reasons for the delay, and the impact on the overall project. The CO will then review the facts and issue a response, in accordance with applicable regulations.
