The Defense Information Systems Agency (DISA) is seeking sources for Program Executive Office (PEO) Cyber, Cyber Analysis & Data Analytics (ID6), Sensing Systems Support (SSS) for development, cybersecurity accreditation, sustainment, Lifecycle Management, and Tier-III support requirement.

INTRODUCTION:
This is a SOURCES SOUGHT NOTICE to determine the availability and technical capability of small businesses (including the following subsets: Small Disadvantaged Businesses, Certified 8(a), Service-Disabled Veteran-Owned Small Businesses, HUBZone Small Businesses and Woman-Owned Small Businesses) to provide the required products and/or services.
DISA PEO Cyber ID6 is seeking information from potential sources for SSS to include software/hardware integration, generative artificial intelligence and machine learning integration, data tagging, test, certification and accreditation, baseline operations and management, installation, procurement, technical writing, and project management for sensors throughout the Department of Defense Information Network.
The anticipated Period of Performance (PoP) is:
Base Year: 3 March 2025 – 2 March 2026
Option Year 1: 3 March 2026 – 2 March 2027
Option Year 2: 3 March 2027 – 2 March 2028
The anticipated Places of Performance are at the contractor facility within 20 miles of Ft. Meade, MD and DISA Headquarters in Ft. Meade, MD.

CONTRACT/PROGRAM BACKGROUND: The Sensing Systems Support requirement is a new requirement. Portions of this requirement are currently supported by HC102818D0023/HC102821F6440 and GS-35-F-0596V/HC102823F0003. The remainder of the requirement is new and has not been previously supported.
The following breakout denotes background support based on anticipated defined task areas in the Performance Work Statement.
6.2 – Sustainment. Supported by HC102818D0023/HC102821F6440 but new for the Automated Security Validation (ASV) capability.
6.3 – O&M Engineering. Supported by HC102818D0023/HC102821F6440 but new for the ASV and Intrusion Detection System (IDS) capabilities.
6.4 – Sensor Authorization and Accreditation. Supported by HC102818D0023/HC102821F6440 and GS-35-F-0596V/HC102823F0003 (for ASV only).
6.5 – Sensing Development. Not currently supported. New.

** The ASV A&A is the only requirement transitioning from GS-35-F-0596V/HC1028-23-F-0003 to the SSS requirement. The PoP of this support on the existing task order is May 5, 2023 through September 4, 2025. The ASV A&A requirement will begin on the SSS requirement on August 5, 2025. The remainder of the requirements on GS-35-F-0596V/HC1028-23-F-0003 will continue as originally projected.
REQUIRED CAPABILITIES:
1. DISA Program Executive Office-Cyber provides for wide-ranging cybersecurity sensing, collection, and analysis enabling capabilities derived from strategic union points across the Defense Information Systems Network (DISN) architecture and perimeters.
Describe and provide an example of your company’s experience deploying, configuring, testing, or using cybersecurity sensing software and hardware infrastructure solutions, stating specific products when possible.
2. PEO Cyber ID6 provides engineering support for DISN and other Department of Defense (DoD) infrastructures to improve cybersecurity posture of the networks and end user devices.
Describe and provide an example of your company’s experience engineering enterprise cyber sensing solutions using Commercial Off the Shelf/Government Off the Shelf software and hardware solutions to include data aggregation and dashboarding, configuring and testing the capabilities, integrating the capabilities with other networks and tools.
3. Cybersecurity sensing capabilities are deployed to DISA and other DoD stakeholders’ infrastructure and data centers.
Describe and provide an example of your company’s experience creating and executing sensing capabilities deployment plans and supporting customers to deploy sensing capabilities within their infrastructure.
4. Cybersecurity sensing exists to support our customers; therefore, customer support and outreach are our top priorities.
Describe and provide an example of your company’s experience sustaining cybersecurity sensing capabilities to include providing 24/7 help desk support, Tier-I/II/ and III, life cycle management and updates, and technical guidance.
5. Cybersecurity sensing capabilities require Authorization to Operate (ATO) within the infrastructure.
Describe and provide an example of your company’s experience creating, submitting, and maintaining ATO package for cybersecurity sensing capability based on National Institute of Standards and Technology Risk Management Framework.
SPECIAL REQUIREMENTS:
Must have a Secret Facility Clearance. Please provide your current Facility Clearance level.

The North American Industry Classification System Code for this requirement is 541519 with the corresponding size standard of $34M.
In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications. Responses must demonstrate the company’s ability to perform in accordance with FAR clause 52.219-14, Limitations on Subcontracting.
To assist DISA in determining the level of participation by small business in any subsequent procurement that may result from this Sources Sought Notice, provide information regarding any plans to use joint ventures (JVs) or partnering. Please outline the company's areas of expertise and those of any proposed JV/partner who combined can meet the specific requirements contained in this notice.
