1. Notice
This is not a solicitation but rather a Sources Sought to determine potential sources for information and planning purposes only.

The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total small business set-aside. The proposed North American Industry Classification Systems (NAICS) Code is 238320, Painting and Wall Covering Contractors, which has a corresponding size standard of $19M. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, HUBzone, and Women-Owned small business concerns. The Government requests that interested parties respond to this notice and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements and delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners.
2. Description
The Bureau of Reclamation (BOR) requires a contractor to paint the interior, exterior, and metal components of seven (7) vault toilet buildings along the Middle Provo River located close to Heber City, Utah. Three (3) of the buildings are single unit restrooms and four (4) are double unit restrooms. The single unit restroom buildings are approximately 486 square feet for the exterior and 280 square feet for the interior. The double unit buildings are approximately 620 square feet for the exterior and 293 square feet for the interior. The Contractor shall provide all manpower, tools, supplies, equipment, and expertise necessary to properly clean and remove graffiti on both the interior/exterior of buildings, patch interior cracks, and prime and paint the interior/exterior/metal components of the building.

3. Site Visit
A site visit will be conducted, and Contractors are encouraged to attend to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. The site visit will start by meeting at the Provo River Restoration Office located at 3976 N River Road, Heber, Utah 84049. From there, the site visit will move to the first restroom site located at the Jordanelle Access Site (Reach 9). After completion of the Jordanelle Access Site, the site visit will continue moving south down the Provo River to the remaining six sites, ending with the Charleston Access Site (Reach 1). The site visit will continue through each of the locations, stopping at each for an inspection of the building. See Attachment 1 on the draft PWS for location of sites. The site visit will start at 10:00AM MT on Wednesday, November 6, 2024. 4. Requested Responses
Upon completion of the site visit, BOR requests the following information:
1. A summary of your company including name, address, point of contact, UEI number, and business size including any small business classifications.
2. A summary of your company's qualifications and experience, including a list of projects that are completed or currently in progress that are similar to the effort described in this Sources Sought, along with a brief description of the work.
3. An estimate of how long you anticipate the project to take.
4. A non-binding estimate of what this effort could cost.
5. Are there any weather or temperature constraints that would prevent the work from occurring during certain times of the year?
6. Are there any additional constraints the Government should know about?
7. Is there any additional information needed in the PWS to be able to quote on this effort?
8. Any additional questions or comments vendor has about the project.

5. Response Procedures
Contractors responding to this posting are advised their response does not guarantee awards in future solicitations or contracts. This is not an RFQ or an Invitation for Bid, nor is it to be construed as a commitment by the Bureau of Reclamation. Submission of any information in response to this Sources Sought is purely voluntary; the Government assumes no financial responsibility for any costs incurred associated with preparation or response to this posting.
