REQUEST FOR INFORMATION (RFI) / SOURCES SOUGHT FOR LEASE CHULA VISTA, CA
The VA Readjustment Counseling Service (10RCS) is seeking a Medical Clinical Office / Office leased space in the City of Chula Vista for a Vet Center. This leased space will be used as an outpatient clinic that provides health care services to hundreds of veterans in the surrounding area.
The space being requested is a minimum of 5,377 Rentable Square Feet (RSF). This lease will be for a total term of 20 years. For this requirement, VA will only consider expressions of interest for an existing As – Built space for lease. Rentable Square Feet does not include such areas as stairs, elevators, mechanical and utility rooms, ducts, shafts, vestibules and public corridors, and public toilets required by local code.
The space shall be in a quality building, constructed of sound and substantial construction, and shall be in compliance with Federal Laws & Regulations governing Federal Leases, Building and Fire codes, and the Americans with Disabilities Act. If not a new Building, the Space offered shall be in a Building that has undergone or will be completed by occupancy, modernization, or adaptive reuse for the Space with modern conveniences.
Buildings offered must meet all current Federal, State, and local codes and regulations, including, but not limited to fire and life safety, accessibility, OSHA, and seismic protection. If the rent is to escalate, the VA requests rental escalations to be predetermined rather than unknown escalations such as the Consumer Price Index (CPI) formula or like. The VA shall pay rent in arrears.
The building and parking area must be fully accessible, meeting all requirements of the Americans with Disabilities Act and the Uniform Federal Accessibility Standards. The building must comply with the Interagency Security Committee Security Design Criteria for New Federal Office Buildings and Major Modernization Projects as well as other security guidelines, which will be provided during the Solicitation for Offers process.
Access to public transportation shall be located within the immediate vicinity of the building, but generally not to exceed a walkable one mile as determined by the Contracting Officer. Alternatively, two or more public or campus bus lines usable by Veterans shall be located within the immediate vicinity of the building, but generally not to exceed a walkable ¼ mile. Offered space must meet government requirements for fire safety accessibility seismic and sustainability standards per the terms of the lease. Offered space shall not be in the 100-year floodplain.
Free Rent/Other Incentives: Please state the free rent and/or any other incentives that Landlord is willing to provide in order to attract the Government to its Building. Any free rent should be spread out over the term of the lease.
Operating Expenses: Government shall not be responsible for any increase in operating expenses for the term of the Lease and any extensions thereafter.
Tenant Improvements: Please indicate a tenant improvement allowance.
Zoning: Please specify the current zoning for the property. Landlord, at Landlord’s sole cost, shall be responsible for obtaining any necessary governmental approvals (zoning variance, CUP, etc.) for Government use.
Signage: Please specify availability of signage.
Base Building: Landlord, in addition to the Tenant Improvements, and at its sole cost and expense, shall provide the Building Core and Shell in full compliance with current local building code including, but not limited to ADA compliance. Please include in your response to this Proposal a detail description of the Building core & shell including but not limited to main lobby, elevator lobbies, restrooms, mail room, loading dock, electrical & communication rooms, etc.
Structural/Seismic: Please provide Government with a satisfactory structural/seismic evaluation of the building.
Telephone, Cable and Fiber Optics: Please specify the presence, and name of the provider for, telephone, fiber and cable currently fed in the property. Please address any known telecommunications facilities issues to include: capacity, restrictions, low voltage permit requirements, building require preferred vendors. In addition, note any alternate telecommunications services used in the project. The Government shall contract separately for telecommunication services.
HVAC: Please specify the normal operating hours of the building’s HVAC system and how after-hours use of such would be provided, and at what cost, if any.
Fire Sprinklers: Please indicate whether fire sprinklers exist in the premises, if not; please indicate how the Landlord will satisfy this requirement.
Security: Please describe any building and/or common area security systems.
The VA is conducting market research/seeking capable sources from bondable and experienced firms that are classified and registered in www.vip.vetbiz.gov as either a Service-Disabled Veteran-Owned Small Businesses (SDVOSB) or Veteran-Owned Small Businesses (VOSB). The NAICS Code is 531120 Lessors of Nonresidential Buildings, and the small business size standard is $30 million annual revenue. Responses to this notice will assist the VA in determining if the acquisition should be set-aside for competition restricted to SDVOSB or VOSB concerns in accordance with 38 USC Sec. 8127. Although this notice focuses on SDVOSB and VOSB, we encourage ALL small businesses and other interested parties to respond for market research purposes.

This will be a fully-serviced lease with a term of twenty (20) years with the VA having the option to vacate the premises with a 90-day notice.
The Government is limited by law (40 USC 278a, as Amended 10-1-81) to pay no more than the appraised fair rental value for space.
