Description of Work: This is a Sources Sought Notice and is for information purposes only.
THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS, OR BIDS.
The U.S. Army Corps of Engineers, Philadelphia District, intends to award a firm fixed contract. It consists of maintenance dredging of approximately 90,000 cubic yards of sediment within the Lewes to Rehoboth Canal. Base contract work includes dredging between Lewes, DE and North Shores, DE with placement of the dredged material into one or both of the upland dredged material placement facilities in Lewes, DE between the canal and Cedar Street. There will be one or two Options to dredge between North Shores and Rehoboth Bay with beneficial use of dredged material for shoreline restoration and/or marsh restoration near Thompson Island near the entrance of the Canal at Rehoboth Bay. Solicitation will allow hydraulic cutterhead or mechanical dredging to -6 feet MLLW (Datum) plus 1’ allowable over depth.
The base contract will also require minor earthwork for embankment improvements at one or both disposal areas. The estimated period of performance is 365 calendar days with an additional time if Options are awarded. All dredging in the canal must be completed between 1 October and 1 March due to environmental restrictions. Estimated cost range of the project is $10,000,000 to $25,000,000. An award for the contract is anticipated on or about February 2025. Options may be included at time of solicitation.
The NAICS Code for this project is 237990 Other Heavy and Civil Engineering Construction and the small business size standard is $45 Million. [NOTE: Dredging-to be considered small for purposes of Government procurement, a firm must perform at least 40 percent of the volume dredged with its own equipment or equipment owned by another small dredging concern.]
Responses to this Sources Sought Announcement will be used by the Government to make appropriate acquisition decisions. Narratives are requested with the following information, which shall not exceed a total of eight (8) pages:
1. Offeror’s name, address, points of contact with telephone numbers and e-mail addresses.
2. Business size/classification to include any designations as Small Business, HUBZone, Service Disabled Veteran Owned, 8(a), Women-Owned small businesses shall be indicated on first page of submission.
3. Description of capability to perform similar or same projects listed above and manage subcontractors if applicable.
4. Past performance/experience on projects of similar scope and magnitude, describing no more than three (3) projects completed within the past five years. The past performance information should include project title, location, general description of the construction to demonstrate relevance to the proposed projects, the Offeror’s role, dollar value of contract, and name of the company, agency or government entity for which the work was performed with contact information (reference name, phone number and e-mail address).
