(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6 of the Federal Acquisition Regulation, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
(ii) This solicitation is issued as a Request for Quotation (RFQ).
(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-03.
(iv) This procurement is set aside for Small Business Concerns. The NAICS code is 81111 Automotive Mechanical and Electrical Repair and Maintenance.The Small Business Size Standard is $9 million.
PROJECT DESCRIPTION: Colville NF, Red lights and sirens installation for (3) emergency vehicles #4265, #4270, 4275
ANTICIPATED DELIVERY DATE: 31 January 2025
DELIVERY / PICKUP LOCATION Vehicles located at Colville National Forest, Supervisors Office, 765 So. Main Colville WA. Selected vendor is responsible for transport of vehicles from and returning to location above if installation facility is outside of Spokane area.

a) Items labeled as "optional" must be included in your offer to be accepted.
b) Items labeled as optional are not required to be exercised by the government. If exercised, the contractor will be required to perform the optional work in accordance with the terms and conditions of this contract.
c) One firm fixed-price award will be made from this solicitation, contractors must submit pricing for all items.
Description Of Work In Terms Of Results Or Outcomes Desired Outcomes:
Fully Functional Light and Sirens for three (3) Forest Service Vehicles which operates in according to the attached fire equipment specifications.
- Forest Service provided radios which is fully integrated with light and siren system and PA Required Service: - Provide required supples and material as indicated on the attached Schedule of Items.
- Removal of center seat/console if necessary. Installation of center console, as indicated on the Schedule of Items, which will accommodate light/siren control head, Forest service radio and other accessories as indicated on the fire equipment specifications. - Installation of light and siren equipment onto three Forest Service vehicle according to attached fire equipment specifications and Schedule of Items. - Installation of Forest Service provided two way radio
- A warranty shall be provided which covers parts and labor for no less than one year from government acceptance. Optional Service - Installation of government supplied fire decals following provided schematics a. Description of Items/Supply - Government provided vehicles includes the following:
1. Vehicle one – 4265 Year model 2024 Ford F250 4x4 Crew Cab, w/ regular bed (no utility bed or canopy) and factory center seat/console
2. Vehicle two – 4270 Year model 2024 Ford F350 4x4 Extended Cab, w/ regular bed (no utility bed or canopy) and factory center seat/console
3. Vehicle three – 4275 Year model 2024 Ford F250 4x4 Extended Cab, w/ regular bed (no utility bed or canopy) and factory center seat/console.
- Equipment shall be new and unused. Remanufactured or rebuilt equipment is not to be used.

The submitted bid and final purchase price shall include the equpment described above, plus:
- Cost for vendor pickup and redelivery of vehicles from/to Colville, WA if installation facility is outside of Spokane Area.
Measurable Performance Standards
- Clean and professional installation in appearance and design.
- All wiring contained in wiring looms and secured as to prevent fraying or chaffing.
- Weatherproof grommitng and silicone shall be used when wiring is required to be passed through any part of the cab to an exterior panel, including bulkheads, firewalls, roof, engine compartment and lights.
- Light illumination and configuration are programmed to work in accordance with attached fire equipment specifications.
- Compartments, panels and fasteners which needed to loosend or moved to accommodate installation are either
1) provided to the government if they cannot be reinstalled as a result of equipment installatoin and/or
2) reinstalled back into original position and securely fastened into place.
