THIS NOTICE IS BEING ISSUED TO DETERMINE IF THERE IS SUFFICIENT INTEREST FROM QUALIFIED PRIME CONTRACTORS who are small businesses, HUBZone small businesses, woman owned small business concerns, 8(a) small businesses, or service-disabled veteran-owned small businesses and who intend to submit a bid for this solicitation to allow for a set-aside in one of these programs. Interested businesses must submit the following by e-mail to CFLAcquisitions@dot.gov (Attn: Kelly Palmer) for receipt by close of business (2 p.m. local Denver time) on November 14, 2024:
(1) A positive statement of your intention to submit a bid for this solicitation as a Prime Contractor;
(2) A list of all confirmed socioeconomic categories (i.e., 8(a), small-disadvantaged business, HUBZone small business, service-disabled veteran-owned small business, EDWOSB, or WOSB status) that apply to your business;
(3) A letter from a bonding agent stating your firm’s capability to bond for a single project of $10 million, and your firm’s aggregate bonding capacity; and
(4) Provide a list of construction projects of equal or greater value and similar scope to the ND NP THRO 204(1) Buck Hill Road project in which you have performed work in a national forest, national park, national monument and/or natural resource sensitive areas. Experience in roadway and parking lot rehabilitation/reconstruction and landslide repair is required. DO NOT SEND INFORMATION ON PROJECTS THAT DO NOT INCLUDE THE ABOVE WORK.
The size of a small business firm includes all parents, subsidiaries, affiliates, etc. Refer to the Code of Federal Regulations 13 CFR 121.103 for information on how the SBA determines affiliation and 13 CFR 121.108 regarding the penalties for misrepresentation of size status. All firms should be certified in the System for Award Management (SAM).
Project Details: ND NP THRO 204(1) Buck Hill Road
Buck Hill Road, also known as Route 204, is located in Billings County within Theodore Roosevelt (THRO) National Park (NP) in the southeast portion of the park near the South Unit, Medora, ND. The route is located in mountainous terrain at approximate elevation of 2,500 to 2,800 feet. It begins at the intersection of Buck Hill Road and the South Unit Scenic Loop Road. The route then proceeds southeasterly for approximately ¾ of a mile and ascends approximately 300 feet vertically to the Buck Hill Overlook parking area. The route is located entirely within Theodore Roosevelt NP. There is one (1) base schedule and no options.
SCOPE OF THE WORK:
The project includes three major components; 1) Approximately ¾ mile of roadway rehabilitation, 2) Approximately 1,000 linear feet of deep subexcavation to address an existing landslide, and 3) Reconstructing the existing Buck Hill Overlook parking lot.
The main roadway rehabilitation includes pulverization of the existing roadway, placement of new roadway aggregate, and new hot asphalt concrete pavement and replacing existing guardrail with new guardrail. Additionally, this work includes constructing new paved ditches and installing concrete curb and gutter along most of the length of the roadway. This includes installation of several drainage inlets and culverts as well as new striping and signage.
The deep subexcavation work includes removal of approximately existing unsuitable material to a 10 feet depth for a continuous 1,000 linear foot length of roadway and replacing with suitable material with geosynthetic reinforcement and installing subsurface drainage.
Reconstructing the existing Buck Hill Overlook parking lot expands and adds more parking spaces and accommodates larger trucks, recreational vehicles, and tour buses. The work includes removing the existing pavement, placing embankment material, new aggregate base, and new hot asphalt concrete pavement. This work also includes constructing accessible parking, placing new concrete sidewalk and curb and gutter, and striping and signage. New trash receptacles and stone benches will be installed as part of the new parking area.
Buck Hill Road may be closed for the duration of construction.

- 11,000 cubic yards of subexcavation

- 2,000 tons of hot asphalt concrete pavement
- 5,000 tons of roadway aggregate
- 550 linear feet of 24-inch pipe culvert (thick-walled HDPE, fused)
- 5,100 linear feet of concrete curb and gutter (tan and onyx colored)
- 650 square yards of concrete sidewalk (tan colored)
- 1,600 linear feet of guardrail

Project restrictions include the following:
- The Contractor may close Buck Hill Road for the duration of construction.
- A Paleontological Monitor will be present for all ground disturbing activities.
ESTIMATED COST RANGE:
The contracting range for this project is between $5,000,000 and $10,000,000.
