BACKGROUND
NIST is seeking information from sources that may be capable of providing services that meets or exceeds the following draft minimum specifications:
The Fabrication Technology Office (FTO) is seeking a handheld coordinate measurement machine (CMM). Currently FTO uses a bridge type of CMM that is several decades old, which experiences calibration and operational issues. As a result, the quality and dimensional accuracy of the parts produced vary significantly, directly impacting the science and mission at the National Institute of Standards and Technology (NIST). The majority of parts requested by customers require an accuracy of 5 thousandths of an inch and are small enough to fit on a standard tabletop. While most complete parts are inspected in an engineer’s office, few parts are inspected in the inspection room or on the fabrication floor. Currently inspections taking place in the inspection room or at the machine are done by hand which don’t have the same type of accuracy as a CMM.
SPECIFICATIONS

- Shall be a new and unused product straight out of the box. Refurbished and “like new” products shall not be acceptable.
- Operate in environmental temperatures ranging from 50 to 95 degrees F
- Operate in ambient humidity levels ranging from 20 to 80 percent.
- Power supply: 60Hz, 120 / 240V single-phase
- Accuracy: ±(7 + 9L/1000) μm
- Repeatability: ±3 μm
- Maximum Measurement Area: 6.5’ wide, 3’-10” deep, and 3’-3” high.
- Multiple measuring modes: Program, Run, or Single measurement.
- Configurable elements: 500
- Maximum Measurement Point per Element: 200
- Measurement between elements calculate distances and angles.
- Measure elements such as plane, line, point, circle, cylinder, cone, sphere ellipse, single point circle, stepped cylinder, oval or round slot, corner arc, chamfer line, and torus
- Determine flatness, roundness, straightness, cylindricity, parallelism, perpendicularity, angularity, position, concentricity, co-axiality, and symmetry.
- Output or print PDF inspection reports that contain inspection specifications, single object report with and without images, screen image, graphic display image, probe camera image, and Comma-separated values (CSV) text files.
- After delivery training on how to use the equipment and navigate the software shall be provided onsite to assist with system implementation.
- Technical Support to include online instructional pages as well as dedicated employees who can be contracted over the phone for product support.
Software:
- Shall include a CMM inspection software that can import STEP files and perform comparative measurements of the STEP file and the physical part being inspected.
- Capable of generating a three dimensional (3D) comparative color maps with adjustable tolerances to compare physical parts with model files.
- Geometric Dimensioning and Tolerancing (GD&T) measurement tools to measure curved surfaces.
- Export/output 3D CAD data generated in the inspection software.
- Export/output 2-dimensional (2D) Drawing Exchange Format (DXF) files with 2D features and dimensions.
- Shall be compatible with windows and support multiple users without the need to purchase additional licenses.
Handheld Probe:
- Provide continuous usage for up to 8 hours.
- Is able to full charge in no more than 6 hours.
- Capable of wireless communication using Wireless Local Area Network that meet standards specified in IEEE 802.11b/g/n, and infrared communication of at least 945 nm
- Equipped with an OLED display with a resolution of at least 96X39 pixels
- Physical triggers on the probe to measure, activate the camera, power the device, and an activation trigger.
Camera & Base Unit:
- Display distances of at least 0.000004" and angles 0.0001 degrees
- Tilt rotate at least ±25°, Theta Rotate at least ±40°
- A non-rotary encoder. Should utilize the camera function to locate part, reducing the number of components that require calibration thus in turn reducing potential errors.
- Capable of wireless communication using Wireless Local Area Network that meet standards specified in IEEE 802.11b/g/n, and infrared communication of at least 945 nm.
HOW TO RESPOND TO THIS NOTICE
In responding to this notice, please DO NOT PROVIDE PROPRIETARY INFORRMATION. Please include only the following information, readable in either Microsoft Word 365, Microsoft Excel 365, or .pdf format, in the response. Submit the response by email to Robert Singman at robert.singman@nist.gov notice as soon as possible, and preferably before the closing date and time of this notice.
- Provide the complete name of your company, address, name of contact for follow-up questions, their email, their phone number and, if your company has an active registration in https://sam.gov, your company’s Unique Entity ID (UEI).
- Identify any aspects of the description of the requirements in the BACKGROUND section above that could be viewed as unduly restrictive or create unnecessary barriers that adversely affect your firm’s ability to fully participate in a procurement for such services and explain why. Please offer suggestions for how the requirements could be organized or structured to encourage the participation of small businesses.
- For NAICS code: 334513 - Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables
- Indicate whether your company is (a) a small business or (b) other than small business. See the Table of Small Business Size Standards and the associated .pdf download file for small business size standards and additional information.
- If you believe the NAICS code listed in this notice is not the best NAICS code for the type of product addressed in this notice, identify an alternative NAICS code that you believe would be more appropriate for the planned procurement.
- If your firm has existing Federal Supply Schedule contract(s) or other contracts for services against which the Department may be able to place orders, identify the contract number(s) and other relevant information.
- Describe your firm’s experience (as a prime, subcontractor, or consultant) providing the services described in Background section.
- Provide any other information that you believe would be valuable for the Government to know as part of its market research for this requirement.
- Please let us know if you would like to engage to get a better understanding of the requirement or need additional information about the Government’s requirement for the services described in the Background section.
