FTW508 Airfield Pavement, Vault, and Lighting Repairs Project Fort Wainwright, Alaska
THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. The US Army Engineer District, Alaska is conducting market research to facilitate a determination of acquisition strategy for an FY25 Design Bid Build Construction Project. The determination of acquisition strategy for this acquisition lies solely with the government and will be based on this market research and information available to the government from other sources. The U.S. Army Corps of Engineers, Alaska District, is conducting this market research to identify businesses which have the capability to perform the following work:
The repair work will correct sub-grade and pavement deficiencies identified in ADTIP evaluation AAF-22-12 in July of 2022 for Ladd Army Airfield. All work will comply in full with UFC 3-201-1, UFC 3-220-01, UFC 3-220-06, UFC 3-260-02, and applicable codes and regulations, and provide complete and usable fueling apron and runway 7-25. The work includes but is not limited to removal and replacement of portions of existing asphalt, replacement of subgrade typical section, and abandonment of an underground utility vault, which may include structural backfill or grout slurry. The current runway has a noticeable transverse depression located west of Taxiway Charlie at roughly the midpoint of the runway and there appears to be subgrade failure along the shoulder of the runway, where the runway light conduit was installed. At the re-fueling apron in the southeast corner of the airfield, there is an old utility vault that also has subgrade failure, causing the airfield to close a portion of the apron to aircraft traffic, rendering one of the refueling pumps unusable. The project will fix these subgrade deficiencies by replacing the failing subgrade with suitable material and proper backfill techniques and solidify the fueling apron by properly abandoning the utility vault in place. The site improvements will include removal and replacement of airfield asphalt, replacement of subgrade typical sections – using type A subbase and Base Course material at minimum, and structural grout for the utility vault. The estimated dollar magnitude of this project is anticipated between $1 – 5M. The performance period will be approximately 200 calendar days.

Interested firms should submit a capabilities package (not exceeding 5 pages) demonstrating the ability to perform work listed above. Packages should include the following information:
(1) Business name, address, CAGE Code or UEI number, and business size under NAICS 237310.
(2) If a small business, identify small business type (HUBZone, SDVOSB, 8(a), Woman Owned Small Business, etc.).
(3) Demonstration of the firm's experience as a prime contractor on projects of similar size, type and complexity within the past five (5) years. List actual projects completed and include project title and location, a brief description of the project to include dollar amount of the project and work that was self-performed.
(4) Provide firm’s single project and aggregate bonding capacity and information on the organizational and financial resources available to perform the required work.
(5) Provide information on any teaming arrangement that may be formed for performance of this project.
(6) Indicate firm’s intent to submit a proposal on the subject acquisition when advertised.
Responsible sources demonstrating relevant experience and the capabilities to perform the work will be considered qualified for purposes of determining the Government’s acquisition strategy.
