Naval Air Systems Command, MH-60R Multi-Mission Helicopter Program, PMA-299 intends to negotiate and issue a Delivery Order under Basic Ordering Agreement N00019-22-G-0007 to the Cornerturn LLC on a sole-source basis for the development of the MH-60 Post Mission Playback (PMP) Software for compatibility with Microsoft Windows 11 Long-Term Servicing Channel (Win11 LTSC) and modifications for Java 8/Java 11. This will be a six-month Delivery Order to Cornerturn for the software development and sustainment support during testing. The planned award date is 31 December 2024.
This action is being awarded on a sole source basis to the Cornerturn LLC in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 3204(a)(1), as implemented by FAR Part 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." The Post Mission Playback (PMP) software, hardware, and software products required for development and sustainment efforts for the MH-60R—are unique and highly specialized. Award to any other entity than Cornerturn would result in a substantial duplication of costs to the Government that is not expected to be recovered through competition and unacceptable delays in fulfilling the Navy’s requirements. Cornerturn has been solely responsible for developing, testing, upgrading, troubleshooting, and modifying Post Mission Playback (PMP) software, hardware and software products required for development, and sustainment of the operational Acoustic Processing software in the MH-60R helicopter.
Note: This notice of intent is not a request for competitive proposals. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. The Government does not intend to fund the development or qualification of other sources for fulfilling this requirement, as the development and implementation of PMP requires a substantial initial investment or an extended period of preparation for qualification. However, the Government will consider all proposals received within thirty days after the publication of this synopsis. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally ne considered solely fo rthe purpose of determining whether to conduct a competitive procurement.
