SOURCES SOUGHT NOTICE
This is a Sources Sought Notice ONLY.
The Court Services and Offender Supervision Agency (CSOSA) is conducting market research to ascertain the availability of interested and capable Small Businesses (SB) offers of providing evidence based out-patient and early intervention substance use disorder (SUD) treatment services to CSOSA offenders, based upon an assessed level of care, or a court order for treatment as a result of driving under the influence, or related charges. Services will be in alignment with the American Society of Addiction Medicine (ASAM) treatment guidelines.
The Government anticipates a Total Small Business Set-Aside, provided one or more qualified small businesses respond to this Sources Sought Notice with information sufficient to support a set-aside. The U.S. Government will not be able to set aside this requirement if one or more SB do not respond with information to support the set-aside. We encourage all SB to identify their capabilities in a capability statement which includes any GSA pricing agreements.
This notice is issued solely for information and planning purposes – it does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this Sources Sought Notice. The U.S. Government will not pay for any information or administrative costs incurred as a result of preparing a response to this notice. Court Services and Offender Supervision Agency (CSOSA) will not return any information or documents submitted by responders in response to this Sources Sought. Not responding to this notice does not preclude participation in any future RFQ or IFB or RFP, if issued. If a solicitation is released, it will be synopsized on the Government wide Point of Entry or GSA eBuy. It is the responsibility of potential offerors to monitor the Government wide Point of Entry or GSA eBuy for additional information pertaining to this requirement.
The anticipated NAICS code(s) is 621420 Outpatient Mental Health and Substance Abuse Centers; size standard is $19.0M.
CSOSA anticipate procuring Outpatient Treatment Services. In response to this Sources Sought Notice, please provide responses to the following questions:
1. Name of your firm, point of contact, phone number, email address, UEI number, CAGE code, GSA (if applicable), a statement regarding small business status (including small business type(s)/certifications(s) such as SDB, 8(a), HUBZone, SDVOSB, WOSB, etc.) and the corresponding NAICS code.
2. Identify whether your firm is interested in competing for this requirement as a prime contractor or not. Identify subcontracting, joint ventures or teaming arrangement that will be pursued, if any.
3. Information in sufficient detail regarding previous experience (indicate whether as a prime contractor or subcontractor) on similar requirements (include size, scope, complexity, timeframe, government or commercial), pertinent certifications, etc., that will facilitate making a capability determination. CSOSA is specifically seeking information on the respondent’s experience working with federal and state governments providing Outpatient Treatment Services.
4. Provide any recommendations how CSOSA can best structure requirements in attached Statement of Work (SOW) to facilitate competition by and among small business concerns.
5. Identify any condition or action that may unnecessarily restrict competition regarding this proposed acquisition. Identify the specific factors that unfairly restrict competition and explain the rationale for this conclusion. Provide information to Andrea Albanese at andrea.albanese@csosa.gov.
6. The Contractor shall provide Outpatient Treatment in accordance with the American Society of Addiction Medicine (ASAM) Criteria, Level 1. Identify ASAM level, Certifications and location within the District of Columbia area. Specify how far your location is from any public transportation/metro access.

8. Attached to this Sources Sought is a draft Statement of Work for use by interested parties to assess their capability to meet the government’s general requirements. The attached SOW from the current contract is provided for informational purposes only to identify required outpatient treatment services. The final SOW will be created based on responses to this notice and included in the solicitation.
