This is a Sources Sought/Request for Information only. This is not a Solicitation Announcement, nor is it a Request for Proposal. This request does not obligate the Government in any contract award. Western Area Power Administration (WAPA), a Power Marketing Agency, under Department of Energy, is conducting research to determine the market capabilities of potential contractors to perform the work described herein. No reimbursement will be made for any costs associated with providing information to this RFI or any follow-up information requests.
The contemplated action is a fixed-price Design-Build contract for the design and construction required for end-of-lifecyle replacement of four (4) banks of 525-kV series capacitors installed within the California Oregon Transmission Project (COTP), which consists of the Tracy-Olinda and Olinda-Captain Jack 525-kV transmission lines. Performance would begin at time of award, with completion no later than June 30th, 2033. The Contractor would engineer, procure and construct (EPC) by removing and replacing the existing series capacitor banks with new and in-kind series capacitor banks (no changes to series capacitor size, rating, segmentation, and line compensation level). The Contractor shall perform engineering design for full integration of new series capacitor banks into WAPA’s existing substation; as well as procure, install, test and commission all equipment.
The applicable North American Industry Classification System (NAICS) code is 237130, Power and Communication Line and Related Structures Construction, with a size standard of $45.0M. The estimated construction price range for this project is between $75,000,000 and $125,000,000. The Government anticipates that the solicitation will be issued in 10-14 months.

- Business Size, to include designation such as HUBZone, 8(a), Service-Disabled Veteran Owned Small Business, Small Disadvantaged Business, Woman-Owned Business, and Large Business.
- Evidence of Bonding capability (construction bonding level per contract and aggregate construction bonding level, both expressed in dollars). Interested Firms should be able to demonstrate bonding capacity within the estimated construction range listed above.
- Past performance of similar Design-Build projects in the past 10 years. Be sure to include:
- Project name and description of the key/salient features of the project
- Completion date
- Total contract construction value
- Description of the Design-Build team, to include name and role of each firm (for example…Architect-Engineer, Geotechnical, Construction, Equipment Manufacturer/Supplier).
- Description of how the Design-Build team coordinated efforts to deliver quality work on time and in accordance with the Contract.
