This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
Request for Quote (RFQ) 12FPC125Q0006 is assigned to this requirement. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-05. This requirement is set-aside for small business under NAICs code 811121 with a size standard of $8M in annual receipts.
Quotes are being solicited on a firm-fixed-price (FFP) basis for auto body collision repair for the US Department of Agriculture (USDA), Natural Resources Conservation Service (NRCS) Illinois State Office 2024 Nissan Titan truck. All work shall be accomplished in accordance with the attached Request for Quote and Statement of Work (SOW). The Period of Performance is estimated as beginning on the date of award through the following 120 day period or on or about 24 November 2024 through 24 March 2025.
Quotes must include one (1) Firm-Fixed Price (FFP) for supplies and services required to return the truck to a fully functional condition and one (1) FFP for towing to and from the award’s facility. The truck is currently located at USDA NRCS Illinois State Office, 2031 Mascoutah Ave, Belleville, IL 62220. Photos of the collision damage are available upon request. Site visits to physically inspect the vehicle may be accommodated starting 12 November 2024 and ending 15 November 2024. Interested parties must request a site visit in writing via email to Nancy.Deberry@usda.gov or Andy.Schlichting@usda.gov. The Government will not entertain any unscheduled visits.

FAR 52.212-1, Instructions to Offerors—Commercial Products and Commercial Services (Sep 2023) applies to this requirement and is tailored as follows: Quotes may be submitted on company letterhead and include FFP for all supplies and services specified by the SOW, excluding all federal, state, and local taxes. Government will provide tax exempt certificate upon request.
FAR 52.212-2, Evaluation-Commercial Products and Commercial Services (Nov 2021) applies to this requirement and is tailored as follows: (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government. Award will be based on the basis of Lowest Price, Technically Acceptable (LPTA). LPTA criteria is as follows:
- Offeror shall possess and maintain an active registration in the System for Award Management (SAM). Award will not be delayed pending initial registration or update.
- Certify as a small business under NAICS code 811121
- Possess business license for the state of Illinois
USDA will immediately evaluate quotes to identify the lowest overall quote. Only the lowest quote will be subjected to technical evaluation. If the lowest quote is determined to be technically acceptable, only the lowest quote will be analyzed for price reasonableness.
