REQUEST FOR INFORMATION
US Army Combat Capabilities Development Command Soldier Center (DEVCOM SC) Office of the Chief Data Officer (OCDO) is seeking information from industry to assist with the development and planning of a potential new requirement.
THIS IS A REQUEST FOR INFORMATION (RFI) NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL (RFP). NO SOLICITATION IS AVAILABLE AT THIS TIME.
- Overview – The Office of the Chief Data Officer (OCDO) is responsible for the execution of two requirements-driven activities within DEVCOM SC. The first is to produce digital media and graphics design products in support of DEVCOM SC projects including marketing materials, building signage, office space art and decorations, and the beautification of physical infrastructures within the Natick Soldier System Center (NSSC). The second activity is to procure and coordinate installation of the commercially produced media and graphics end product, when production and installation is not feasible with DEVCOM SC internal capabilities. The graphical design and associated project complexity varies, ranging from handheld printed material to major building renovations with large format custom artwork printed on various material, plaques, signs, and sculptures.
- Scope of Effort – The scope of this request is to obtain information necessary to further refine the Government’s requirements for custom graphics supplies and professional services to execute the mission as stated in the overview. In addition, the OCDO seeks to better understand available resources, approaches, and experiences within industry.
- Technical Characteristics – DEVCOM SC is seeking information from industry related to offerings of the following capabilities:

- Custom printing of large format artwork up to 600 inches in length and 120 inches in height, on canvas, cloth, vinyl, acrylic, high gloss photo paper, and other commercially available printing material of various thickness.
- Provide on-site consultation of appropriate production method, material, and display style based on customer requirements. Customer requirements may include but not limited to prescribed color scheme, specific installation medium, size, and finish.
- Produce and install graphics end product on various surface textures, finishes, and materials including drywall, glass, brick, stucco, cinderblock, vinyl, wood, aluminum, and stainless steel.
- Produce printed marketing materials such as banners, pop-up displays, trifolds, tents, chairs, table clothes, pens, business cards, and backdrops.
- Produce graphics end product using design and image files provided by the Government in .psd, .ai, .id, .png, .jpeg, .stl, and .pdf format.
- Provide all necessary hardware and consumables for the construction and installation of the graphics product.
- Provide professional on-site installation of the graphics product at Natick Soldier System Center, Natick MA.
- Provide shipping and handling of the graphics product to Natick Soldier System Center, Natick MA.
- Requested Information – Businesses responding to this RFI should provide a written response addressing if they would be able to provide all or some of the services/support for the defined technical characteristics, so that the Government can further define the requirements. Specifically, respondents should include the following information:
- A service catalog with description of the service
- A materials catalog with example usage
- Production capabilities and limitations
- Video and/or photo of product samples in MP4, PNG, JPEG, or PPTX format
- If sub-contractors are utilized for providing delivery and/or installation services, please provide sub-contractor information.
- Are there current market conditions such as shortage of a specific material that may impact production lead time?
- Upon receipt of digital design file, support a fabrication, delivery and install window of no more than 75 days
RESPONSE GUIDELINES:
Interested parties are requested to respond to this RFI with a white paper. Submission cannot exceed 3 pages, single spaced, 12-point typed with at least one inch margin on 8.5” X 11” page size. Additional attachments for catalogs and product samples do not count towards white paper page limit. The response should be in email with white paper attached, all email attachments should not exceed 5MB. Respondent may request DODSAFE file drop link for product sample photos or videos larger than 5MB via email to guoquan.liang.civ@army.mil. Responses must specifically describe the contractor’s capability to meet the requirements outlined in this RFI. Oral communications are not permissible. SAM.gov will be the sole repository for all information related to this RFI.

INDUSTRY DISCUSSIONS:
DEVCOM SC representative may choose to meet with potential offerors and hold one-on-one discussions. Such discussions would only be intended to obtain further clarification of potential capability to meet the requirements, including any production and installation lead time risks.

Questions regarding this announcement shall be submitted in writing by email to guoquan.liang.civ@army.mil and devin.m.morrill.civ@army.mil. Verbal questions will NOT be accepted. Answers to questions will be posted on SAM.gov. The government does not guarantee that questions received after 1500 EST on Wednesday, 13 Nov will be answered. The Government will not reimburse companies for any costs associated with the submission of their responses.

Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received in this RFI that is marked “Proprietary” will be handled accordingly. Please be advised that all submissions become Government property and will not be returned nor will receipt be confirmed. In accordance with FAR 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract.
