The U.S. Army Corps of Engineers (USACE), Baltimore District requests letters of interest from qualified SMALL BUSINESS CONSTRUCTION CONTRACTORS interested in performing work for the Child Development Center – V, Fort Meade, Maryland.
By way of this Market Survey/Sources Sought Notice, the USACE Baltimore District intends to determine the extent of capable firms that are engaged in providing the services described hereunder. The responses to this Notice will be used for planning purposes for upcoming procurements. Therefore, this Notice does not constitute a Request for Proposal (RFP); it does not guarantee the future issue of an RFP; nor does it commit the Government to contract for any supply or service. Further, the USACE Baltimore District will not accept unsolicited proposals. Respondents are advised that this Agency will not pay for any information or administrative cost incurred in response to this Notice. All costs associated with responding to this Notice will be solely at the responding party's expense. At this time, proprietary information is not being requested, and respondents shall refrain from providing proprietary information in response to this Notice. Please be advised that all submissions become Government property and will not be returned. Not responding to this Notice does not preclude participation in any future Solicitation, if any is issued. Responses to this Sources Sought Notice will be used by the Government to make appropriate acquisition decisions. Therefore, the type of set-aside decision to be issued will in part depend upon the capabilities of the responses to this notice.
In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the U.S Government to form a binding contract. It is the responsibility of the interested parties to monitor this site for additional information pertaining to this Notice.
PROJECT DESCRIPTION:
The U.S. Army Corps of Engineers, Baltimore District (NAB) intends to issue a Request for Proposal for an award of a Design/Bid/Build construction contract for Child Development Center – V, Fort Meade, Maryland. The proposed project will be a competitive, firm-fixed-price (FFP), design-bid-build (DBB) contract procured in accordance with FAR 15 using the Lowest Price Technically Acceptable (LPTA) process.
This project is to Construct a medium (232 children) standard design Child Development Center (CDC) with adjacent outdoor play areas for children between the ages of six (6) weeks to five (5) years of age. The facility will include developmental learning modules, activity areas, an isolation room, changing areas, patron visitor waiting area, administrative support space, staff lounge/work room, commercial kitchen (full cook), laundry, storage, supply rooms, information systems, fire protection and alarm systems, Intrusion Detection System (IDS) installation, Closed Circuit Television (CCTV) and Energy Monitoring Control Systems (EMCS) connection. In addition, the facility will include outdoor play areas with age-appropriate child development equipment, safety surfacing and fencing. Sustainability and energy enhancement measures are included to meet the LEED Silver requirement. Supporting facilities include site development, utilities and connections, lighting, paving, parking, sidewalks, curbs and gutters, storm drainage, information systems, landscaping, and signage. The scope will include installation of video monitoring, alarm and intercom and duress systems for safety. Measures in accordance with the Department of Defense (DoD) Minimum Antiterrorism for Buildings standards will be provided. Also included in the scope of work is access for individuals with disabilities as in compliance with the Architectural Barriers Act. Facilities will be designed to a minimum life of 40 years in accordance with DoD's Unified Facilities Criteria (UFC 1-200-02) including energy efficiencies, building envelope and integrated building systems performance. No special security measures are required. Heating and air conditioning scope includes installation of a Packaged DX/Hot Water Variable Air Volume (VAV) Air Handling Unit (AHU) with reheat available at the terminal VAV boxes for the main building, a Type I exhaust hood in the commercial kitchen along with Kitchen Makeup Air Unit (MAU) and cooling only systems for electrical and telecom equipment.
The facility will be built on Fort Meade, Maryland and will be a single construction award.
The purpose of this notice is to gain knowledge of interest, capabilities, and qualifications of various members of industry, to include the Small Business Community: Small Business (SB), Section 8(a), Historically Underutilized Business Zones (HUBZones), Small Disadvantaged Business (SDB), Veteran-Owned Small Business (VOSB), Service-Disabled Veteran-Owned Small Business (SDVOSB), and Women-Owned Small Business (WOSB). The Government must ensure there is adequate competition within any given socioeconomic category of responsible contractors. Large businesses are not prohibited from submitting a response to this notice; however SB, Section 8(a), HUBZone, SDVOSB, SDB, VOSB, and WOSB are highly encouraged to participate.
In accordance with DFAR 236.204 – Disclosure of the Magnitude of Construction Projects, the magnitude of this project is between $25,000,000.00 and $100,000,000.00. The North American Industry Classification System (NAICS) code for this procurement is 236220 – “Commercial and Institutional Building Construction,” which has a small business size standard of $45,000,000.00.
The following criteria must be considered to ensure the ability to perform the proposed work:
- Firm’s name, address, point of contact, phone number, e-mail address, CAGE code and DUNS number.
- Indicate if your company is currently registered with the Systems for Award Management (SAM) database. If not, indicate if it has been registered or does it plan to register.
- In consideration of NAICS code 236220, with a small business size standard in dollars of $45.0M, indicate which of the following small business categories your business is classified under: Small Business, Veteran Owned Small Business, Service Disabled Veteran Owned Small Business, Small Disadvantaged Business, Woman-Owned Small Business, HUBZone Small Business, or 8(a) Business.
- Indicate if your company is currently prohibited from doing business with the Federal Government. Yes/No. (If yes, explain).
- Provide a letter from the surety regarding the bonding capability for a single contract action and aggregate of the interested small business prime contractor.
- Indicate if your company is interested in performing as a prime or subcontract for the above project.
- Provide two (2) examples of projects similar in scope and magnitude of construction to requirements described above completed within the past ten (10) years. Include point of contact information for the examples provided as past performance on indicated projects may be verified. Contractors with unsatisfactory past performance may not be considered capable of successfully performing this type of work.
- Responders should have experience in the areas listed below and provide narratives identifying that specific experience:
- Contractor must understand the Unified Facilities Criteria to include but not limited to Unified Facilities Criteria (UFC) 4-510-01 Design: UFC 1-200-01 General Building Requirements, UFC 1- 200-02 High Performance and Sustainable Building Requirements, UFC 4-010-01 DoD Minimum Antiterrorism Standards for Buildings.
- Primavera P6 Scheduling capabilities.
- Successful experience with LEED silver construction and Environmental Low Impact Development.
- Successful experience with construction of full cook kitchens and playgrounds.
- Independent full-time, dedicated, self-performing safety staff.
- Employees must be U.S. Citizens or green card holders in order to access site.
- Have a minimum grade of “Satisfactory” in CPARS for a completed project
- Design-Bid-Build (DBB) Contractor with experience of at least two (2) projects over $30M.
