The U.S. Army Corps of Engineers, Philadelphia District, intends to award a firm fixed price contract for TYAD Large Asset Integration Facility Tobyhanna, PA.
Contract work consists of:
Construct a new facility that is a 78' x 78' clear span structure with minimum 30' high inside clearance. To support mission requirements, the facility must have a work floor flush with adjacent ground level, large overhead doors on two sides, and an unobstructed clear open area. The building will be designed and constructed to provide both general purpose and mission specific electrical distribution, general indoor and exterior lighting, heating, and ventilation system with vehicle exhaust purge Required secondary facilities include water, sewer, gas, and electric utilities, stormwater management, paving and sidewalks, site improvements, and information systems. Demolition of an existing fabric clad structure is also required.
The facility will be designed to a minimum life of 40 years in accordance with DoD's Unified Facilities Criteria (UFC 1-200-02) including energy efficiencies, building envelope and integrated building systems performance.
This space would be built as a flexible and agile space that would be modular to support current and future needs.
Performance and Payment Bonds will be required for 100% of contract award.
The period of performance for the contract will be 365 calendar days. Estimated cost range of the project is $1,000,000 to $5,000,000.
The NAICS Code for this project is 236220 Commercial and Institutional Building Construction.
Responses to this Sources Sought Announcement will be used by the Government to make appropriate acquisition decisions. Narratives are requested with the following information, which shall not exceed a total of eight (8) pages.
- Offeror’s name, address, points of contact with telephone numbers and e-mail addresses.
- Business size/classification to include any designations as Small Business, HUBZone, Service Disabled Veteran Owned, 8(a), Women-Owned small businesses shall be indicated on first page of submission.
- Provide construction bonding level per single contract/task order. Provide the aggregate sum- total construction bonding level. Provide both capabilities which must be expressed in U.S. dollars; along with current available bonding capacity.
- Description of capability to perform similar or same projects listed above and manage subcontractors if applicable.
- Past performance/experience on projects of similar scope and magnitude, describing no more than three (3) projects completed within the past five years. The past performance information should include project title, location, general description of the construction to demonstrate relevance to the proposed projects, the Offeror’s role, dollar value of contract, and name of the company, agency or government entity for which the work was performed with contact information (reference name, phone number and e-mail address).
