THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service. Further, the DHA is not at this time seeking proposals and will not accept unsolicited proposals. Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. It is the responsibility of the vendor who is interested in any potential future solicitation(s) to monitor all sites for additional information pertaining to this requirement.
The Government reserves the right to use results of the communications with industry for any purpose consistent with, and not otherwise prohibited by FAR Part 10. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization’s qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, in no case shall responses to this notice be considered either a response to a solicitation or a submission of an unsolicited proposal, as defined by FAR 2.101.
The Defense Health Agency (DHA) seeks to gather information on existing, emerging, and novel approaches to address workforce wellness using biometric data. The information gathered on availabilities, capabilities, and other pertinent marketplace data will strengthen the DHA’s understanding of the current and future marketplace to enhance its ability to obtain quality services economically and to efficiently and lawfully establish potential vendor sources, listings and requirements. The DHA will not award any contracts under this notice.
The DHA is seeking comprehensive workforce wellness monitoring, biometric monitoring devices, wellbeing and recovery indicators, enterprise data analysis, and content delivery. DHA requires an all-in-one digital platform with an integrated biometric ring device to build and deliver action plans and tools to various workforce populations to address burnout, retention, etc. including both direct and indirect interventions. By building these within a single platform, the DHA will leverage data (including biometrics) across all proposed programs and domains and track data at the enterprise level. This is in addition to being aggregated and analyzed as part of the data-driven Wellbeing approach. The platform should be able to deliver the following desired capabilities:
- Individual, group, and role-based interventions to modify behaviors such as biometric feedback programs, qualitative measures, and other vendor-developed protocols. The measures of success for all delivered programs are enhanced individual resiliency to workplace stressors, decreased medical errors, and reduced employee turnover.
- Content delivery and communication ability for DHA-developed messaging and campaigns on a real-time basis, specific to any given hospital or location.
- Accurate, real-time visualization of workplace wellness across all the enterprise at echelons of the DHA, including but not limited to physiological data.
- Data intake of non-physiological data from users.
