THIS REQUEST FOR INFORMATION (RFI) is issued in accordance with Federal Acquisition Regulations (FAR) 15.201(d) & (e). This RFI does not constitute a Request for Proposal (RFP), Invitation for Bid (IFB), or Request for Quotation (RFQ), and it is not to be construed as a commitment by the Government to enter into a contract, nor will the Government pay for the information submitted in response to this request. All information contained in this RFI is preliminary and is subject to change if, and when, a solicitation is issued. Responses to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract. If a competitive solicitation is released, it will be synopsized on the System for Award Management (SAM.gov) website. It is the responsibility of the interested parties to monitor this site for additional information pertaining to this RFI, or future solicitations.
- PROJECT SUMMARY AND OVERVIEW
The purpose of this Request for Information (“RFI”) is to identify contractors to install equipment and furnishing for and operate and maintain a facility to function as a laundromat.
This Request for Information (“RFI”) is intended for contractors to provide detailed information about their capabilities.
The Federal Emergency Management Agency (FEMA) is principally seeking potential laundromat operators who do business in Hawaii. All interested laundry services or laundry operator companies are encouraged to participate.
Contractor shall possess proven experience in installing laundromat equipment and furnishings and operating and maintaining a laundry facility. The scope includes the installation of laundromat equipment and furnishings and the operation and maintenance of a laundry facility that is expected serve roughly 160 housing units.
- PROJECT SCOPE/DELIVERABLES
The Contractor shall be responsible for installation of equipment and furnishings, maintenance and operation of the laundry facility, and janitorial, groundskeeping, and maintenance of the facility itself.
The Contractor’s specific tasks include but are not limited to the following:
- Installation of laundry equipment and furnishings normal for a laundromat.
- Expectation is 15 washers and 14 dryers
- Access control to permit only housing site residents into laundry facility (keycards, etc.)
- Maintenance of laundry facility and equipment, including janitorial and maintenance services.
- Rent and utilities is NOT expected to be paid by the contractor.
- Contractor will not be paid directly by FEMA but instead will charge for laundry services to customers as would be seen in other laundromats.

The following are the milestone dates associated with the RFI:
- RFI Issue Date: November 8, 2024 by 2:00 PM HST
- RFI Questions Due: November 13, 2024, by 2:00PM HST
- RFI Responses Issued: November 14, 2024, by 2:00PM HST
- RFI Submissions Due: November 18, 2024, by 4:00PM HST
- SUBMISSION OF CAPABILITY PACKAGES INSTRUCTIONS
Interested property management companies shall submit a brief capabilities' statement package via email to the Point of Contact listed below. There is no page limitation on your submission.
Respondents shall also provide a cover page with their property/company name, Unique Entity Identifier, CAGE Code, web address, address, point of contact, telephone number, e-mail address, size of your organization, and, if applicable, the small business socioeconomic category.
This documentation should address, at a minimum, the following to demonstrate the vendor's capability to perform the requirements:
- The vendor's technical capability to deliver the aforementioned services within the specified timeframe; and
- Past experience with similar requirements along with the contract type/ pricing methodology; and
- The vendor's ability to manage, as prime, the types and magnitude of services required.
Please provide additional information you deem relevant to respond to the specifics of the RFI. The Government is not requesting any proprietary information to be submitted, nor shall it be liable for any consequential damages for proprietary information included. Any information submitted to the RFI (e.g. capability statement) is subject to disclosure under the Freedom of Information Act, 5 USC 552 (a). All submissions submitted will not be returned.
