The Naval Air Warfare Center Aircraft Division (NAWCAD), Patuxent River, MD intends to negotiate and award a Delivery Order under Basic Ordering Agreement (BOA) N0042121G0005 to Collins Aerospace (CA), 400 Collins Rd., NE, Cedar Rapids, IA 52498 to provide Technical Interface Meeting (TIM) support concentrating on familiarization and platform integration of the AN/ARC-210 radios, specifically; RT-1939(C), RT-1990(C), RT-1939A(C), and RT-1990A(C), hereinafter referred to as Gen5, and RT-2036(C) hereinafter referred to as Gen6, in various platforms for the Australian Defence Force (ADF) Information Assurance Systems Program Office (IASPO) to support Foreign Military Sales (FMS) cases AT-P-BSZ and AT-P-BTF. Support includes in-country (Australia) attendance to resolve Australian AN/ARC-210 integration design, installation, certification, and transition to sustainment activities, and remote support (i.e. email, phone calls, video conference, and Contractor lab troubleshooting).
This acquisition is being pursued on a sole-source basis under the authority of 10 U.S.C 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The AN/ARC-210(V) electronic protection (EP) radio systems and associated support equipment have been determined to be commercial products and CA will not provide or sell the technical data necessary to procure the items competitively or provide support for these products. Therefore, CA is the only responsible source and no other supplies or services will satisfy agency requirements.
THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS. The Government does not intend to fund the development or qualification of other sources for fulfilling this requirement. However, interested parties may identify their interest and capability by responding to this requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government. No phone inquiries will be entertained.
